OVERVIEW
Hendall is seeking an IT Design with database programing and management expertise in support of providing digital product delivery and support services for the management, including development and maintenance, of a large federal government grant monitoring digital services platform. The IT Design Lead will have full understanding of the research approach and design patterns to be used by the development team and will be responsible for ensuring that the development team follows that approach. The candidate needs to have demonstrated experience as a user experience researcher or designer.
SKILLS
The required skills for this position include:
Engineering (Backend and Frontend)
- Experience in contributing high-quality, well-tested, maintainable code across an entire project lifecycle, using best practices for modern software development
- Java ecosystem and Postgres expertise
- Experience with story creation and definition of technical approaches in collaboration with the cross functional team to ensure best practices and maintainable approaches
- Experience in maintaining READMEs and RESTful best practices and tech documentation as part of the software development life cycle
- Training in or significant experience with user centered UX/UI design and development for modern web browsers
- Accessibility experience (Section 508 and WCAG 2.0/2.1)
- User research, design and content development experience
- Experience in DevSecOps with a security-first mindset
DUTIES
- IT Design Lead must have a full understanding of the research approach and design patterns to be used by the development team and will be responsible for ensuring that the development team follows that approach. This person will have experience as a user experience researcher or designer.
- Demonstrated expertise in oversight of all aspects of a project of similar size and scope
- Provides direction and management for complex projects
- Provides management and technical direction of projects ensuring maximum effectiveness in the use of resources for the timely completion of projects
- Possesses significant expertise and experience in application development, IT platform modernization and data management domains
MINIMUM QUALIFICATIONS
- Minimum Experience: 10 years of as a Design Lead for the development, maintenance and modernization of large federal IT and Digital application platforms
- Degree Requirement: Bachelor's Degree in IT/Computer Science/or other related field

- Programming Languages & Development Frameworks: Java; React; Node
- Data Visualization & Analytics Tools: Tableau
- Design Systems: S. Web Design System (USWDS)
- Security & Compliance Frameworks: NIST SP 800-53; NIST SP 800-171; FIPS 140-2; FedRAMP; NIST SP 800-37; NIST SP 800-88; NIST SP 800-18; NIST SP 800-30; NIST SP 800-34
- Agile & Development Methodologies: Digital Services Playbook (); Agile Development Frameworks
- Hosting & Cloud Environment: gov, Azure FedRAMP-approved environment

Salary Range: $120,000 - $140,000
