Duties and Responsibilities: This position is responsible for leading and coordinating the county’s on-going disaster response and recovery efforts in response to natural and man-made disasters. This role involves planning, implementing, and managing response and recovery programs as well as projects to restore public infrastructure, services, and community well-being; Serves as County’s representative on various recovery planning committees, e.g. housing assistance, etc. The Disaster Recovery Director will work closely with county departments, state and federal agencies, and community stakeholders to ensure efficient operations, compliance with regulations, and securing funding for recovery efforts. The ideal candidate will have strong project management skills, experience in disaster recovery, and the ability to navigate complex regulatory environments. This position also performs complex and supervisory work in the planning, organizing, and daily operations within the Emergency Management Division of Emergency Services (ES).

Qualifications: A thorough working knowledge of emergency management principles, state and federal regulations pertaining to emergency management and Homeland Security, disaster assistance programs, and incident command concepts; thorough knowledge of hazard mitigation and risk assessment; knowledge of grant writing and grant project administration; ability to supervise and coordinate ES personnel as required; ability to manage multiple projects; ability to function in a high-stress environment during emergency situations for extended periods of time; ability to plan, coordinate and supervise the work of others, including volunteers, during a disaster; ability to communicate effectively orally and in writing and prepare and conduct presentations; excellent interpersonal skills and ability to exercise tact to interact with other agencies and members of the public; ability to utilize office software required for the position, such as Microsoft Word, Excel and PowerPoint; ability to safely and efficiently operate emergency vehicles; ability to attend work regularly.EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in, Emergency Management, Public Administration, Business Management, Civil Engineering or a related field and 2 to 4 years of experience in emergency response services, (Emergency Management, Fire Service, EMS, Public Health or Law Enforcement) including some administrative work experience; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Candidate must possess a valid NC Driver’s license.
  • Thorough knowledge of FEMA Public Assistance and other disaster recovery funding mechanisms.
  • Strong understanding of local, state, and federal regulations regarding disaster recovery and public works projects.
  • Excellent project management, organizational, and leadership skills.
  • Ability to effectively communicate with public officials, community members, and external stakeholders.
  • Proficiency in emergency management software and tools.

Preferred Experience:

  • Certified Emergency Manager (CEM) or similar credentials.
  • Experience working with county governments or other local jurisdictions.
  • Experience with GIS mapping and damage assessment tools.
  • Certification as a North Carolina Associate Emergency Manager or higher is preferred. Applicants who are able to successfully complete the Associate Emergency Manager certification within two years of hire date will be considered.

SPECIAL REQUIREMENTS:

Must possess valid North Carolina driver’s license. Must have completed Incident Command System (ICS) 100, 200, 700, 800. Must be able to obtain Homeland Security Exercise and Evaluation Training (HSEEP) as well as ICS 300 & 400 within twelve (12) months of employment. Must be able to obtain NC Associate Emergency Manager certification within two years of employment.

Job Type: Full-time

Pay: $62,892.18 - $127,291.73 per year
