Description
The Hennepin County Public Works Transportation Project Delivery department is seeking a Construction Division Manager, who will be responsible for the overall management of the division. The Construction division consists of over 50 professionals who are responsible for oversight and management of the county's transportation construction projects.

Location and hours :
This position is hybrid and will be performed both on-site at various locations depending on projects and at the Public Works Facility in Medina at 1600 Prairie Drive, Medina, MN 55340, and remote as job duties require. However, it is anticipated the position's primary work location will remain flexible. There is no public transportation to this facility. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4 : 30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will :
- Plan, organize, and direct the division's work into prioritized programs and projects; determine which projects will be completed by unit staff and which projects will be completed by consultants under staff supervision, including analysis of seasonal workload needs and the development of work plans to meet division and department goals
- Represent the Construction division on matters related to projects on county roads and bridges.
- Prepare administrative reports, budgets and communication as requested by county leadership.
- Participate in the development of department strategic planning efforts and develop, implement, and monitor associated performance measures.
- Prepare and give presentations and represent the department or division before public and private bodies and affected citizen or related groups presenting critical organizational issues.
- Initiate and maintain liaison with governmental, private, and other public officials or representatives of affected groups relating to road and bridge improvements.
- Decide and effectively recommend practices, guidelines, and procedures.
- Participate as a management representative in labor negotiations, grievance, mediation, and arbitration proceedings with labor union employees.
- Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
