The Transportation Planning division is seeking a strategic, flexible, and creative thinker to join its team as a Transportation Planner. This position will assist with division-wide planning activities, technical analysis and implementation of the county's adopted multi-modal transportation plans and complete and green streets policy.

Location and hours:
This position is hybrid and will be performed both on-site at the 625 Building in downtown Minneapolis, 625 4th Avenue South, Minneapolis, Minnesota 55415, and remote as job duties require. Work hours will be Monday through Friday, between the hours of 7:30 a.m. to 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:
  • Work cross-functionally with various Hennepin County Public Works staff to implement the county's multi-modal transportation plans and integrate with other county plans.
  • Assess and revise related county policies, procedures and plans as needed to enable implementation of goals within the multi-modal plans.
  • Provide technical assistance to county staff and agency partners on integration and support of non-motorized transportation and best practices.
  • Identify, evaluate and analyze needs for bicycles and pedestrians in our communities and on our system of roadways and trails.
  • Support the Transportation Capital Improvement Program by prioritizing project candidates, performing scoping activities, and submitting funding applications.
  • Support the Hennepin County Active Transportation committee meetings and function. 

Need to have:
  • One of the following:
    • Bachelor's degree or higher in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning and two or more years of related experience.
    • Related education and/or experience to total six years or more.

Nice to have:
  • Combination of work and educational experience:
    • With pedestrian and bicycle planning, transportation planning, and/or city and regional planning.
    • Using Geographic Information Systems (GIS) ArcGIS software.
    • Proficiency using Adobe Creative Suite.
  • Knowledge of transportation best practices.
  • Ability to:
    • Understand and interpret planning materials and concepts.
    • Read, write and analyze technical materials.
    • Develop, prepare, and deliver presentations for small to large public and internal meetings.
    • Build and maintain working relationships with internal and external partners.
  • Familiarity with Microsoft Office Suite.
  • Excellent verbal, written, and presentation skills.
  • Effective organizational and project management skills.
