General Statement of Duties

Closing Date : This position closes on Monday, October 7, 2024.

Performs professional engineering work in the field and in the office for an assigned department; monitors and inspects assigned projects to ensure the completion of projects in compliance with all contract specifications and applicable local, state, and federal laws; reviews plans, permits and contracts; does related work as required.

Essential Duties

This position will be responsible for designing and producing plans and exhibits for various types of infrastructure projects throughout the County. Types of plans include concept to contractor, min-plan, and full construction plan production.

  • Considerable knowledge of engineering principles and practices as it relates to the assigned position and department.
  • Good knowledge of legal, administrative, and technical aspects of applicable local, state and federal codes and referenced standards including, but not limited to, the Henrico County Public Works Design Manual and the Henrico County Environmental Compliance Manual.
  • Ability to plan, design and prepare related estimates and specifications.
  • Skilled in creating, reviewing, and ensuring compliance of construction documents and designs. This includes the knowledge of and experience with Autodesk Civil3D standards and operations as well as drainage design software such as, but not limited, to FlowMaster, PondPack, HEC-RAS, StormCAD, etc.
  • Comfort using technology to communicate and make processes more efficient. Knowledge of SharePoint, Excel, and other Microsoft products preferred.
  • Effective communication skills, both written and oral, including public speaking and maintaining relationships.
  • Proficiency in using computers and automated systems for data management and analysis.
  • Ability to prepare and review plans.
  • Sound working knowledge of methods and practices used in engineering, inspection and construction of County infrastructure projects for assigned department.
  • Ability to make complex engineering calculations. knowledge of environmental impacts, relevant to storm water management, and erosion control principles and practices, as applied to the construction of County infrastructure projects.
  • Ability to create and review complex construction documents, designs and proposals for costs, design requirements and compatibility (compliance) with County standards, guides and applicable local, state and federal requirements.
  • Ability to accurately and consistently interpret and apply complex regulations and policies.
  • Ability to multitask and effectively manage competing priorities.
  • Ability to research, collect and maintain data, consider and weigh a variety of factors in making decisions or recommendations.
  • Ability to analyze data using various instruments and present findings effectively.
  • Ability to lead, manage and partner effectively.
  • Ability to express ideas clearly and concisely, orally and in writing to diverse audiences of stakeholders including but not limited to County Officials, County employees at all levels, engineers, developers, contractors, landowners and citizens.
  • Ability to effectively manage workloads, projects and to foster and maintain high morale and engagement.
  • Ability to synthesize multiple types of complex data and produce easily understood reports and other materials.
  • Basic accounting or other financial skills with sufficient ability to monitor and manage expenditures in accordance with County Finance policies and within an approved budget.
  • Physical condition that permits activities including but not limited to perform assigned duties and access diverse environmental locations countywide.
  • Personal accountability including teamwork and establishing and maintaining positive relationships with a diverse community of internal and external stakeholders, customers and colleagues.
  • Critical thinking skills with the ability to problem solve.
  • Good knowledge of personal computers and / or automated systems having the ability to enter, maintain, retrieve and analyze data.
  • Ability to multitask and effectively manage competing priorities and make sound decisions.
  • May require a flexible work schedule based on assignments.
  • Ability to work on own initiative without close supervision or guidance.

Minimum Qualifications

Possession of a four (4) year degree in a relevant recognized field of engineering from an ABET accredited engineering program; and two (2) years of related professional experience in engineering; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.

Additional Information

This position may be underfilled as an Engineer I, depending on the qualifications of the successful applicant, and the needs of the organization at the time of hire. Minimum qualifications and salary range for an Engineer I are as follows :

Engineer I - Possession of a four (4) year degree in a relevant recognized field of engineering from an ABET accredited engineering program; and previous relevant professional experience in engineering preferred; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities. $72,875.52 - $134,057.95

Requires possession of a valid driver's license issued by the Commonwealth of Virginia.

May require annual audio test or other job related physical testing as required by assigned position or department.

A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.
