RIGHT OF WAY COORDINATOR

The purpose of this position is to coordinate the acquisition of land and easements for County projects.

  • Coordinates the acquiring of land and easements by reviewing plans, legal descriptions and property tax parcels in relationship to County land requirements; researches and negotiates to purchase short- and long-term lease of land agreements (right-of-way and easements) that meet the County’s goals; coordinates the selection of Right-Of-Way Agents and Appraisers for each project based on project size, difficulty of project, and Agent/Appraiser education and background experience.
  • Serves as a liaison between property owner, County officials, appraisers and agents in negotiations of purchase agreements, resolving conflicts and preparing applicable paperwork; responds to general public and property owner questions and concerns regarding Right-Of-Way principles, land acquisitions and the construction process; works with Construction staff to assure all agreements with property owners are implemented.
  • Coordinates property acquisition process with affected federal, state and local government officials, contractors, utility companies and the general public; prepares letters, property acquisition forms, legal documents and related administrative reports of acquisition efforts; creates datasheets, timelines and cost amounts for each individual SPLOST project; conducts property closings (under $500.00), ensures proper paperwork is completed, executed and recorded; and resolves any conflicts that may arise.
  • Prepares and processes a variety of documentation associated with department/division operations within designated timeframes and per established procedures; receives, reviews, records, types, and/or distributes documentation; enters data into computer systems; logs, tracks, or maintains records regarding department activities; compiles data for further processing or for use in preparation of department reports; and files, maintains, and stores hardcopy records.
  • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. 
  • Communicates with supervisor, other County employees, law enforcement, attorneys, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Performs other related duties as assigned. 

Education and Experience:

Requires high school diploma or equivalent, and two (2) years of experience in local government community development work, property appraisal or acquisition work, or real estate, or equivalent combination of education and experience. 


Licenses or Certifications:

Must possess and maintain a valid Georgia driver’s license.

Knowledge, Skills, and Abilities: 

  • Knowledge of local government operations, acquisition of land and SPLOST related programs, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Skill in the use of computers and software applications related to the essential functions of the job. 
  • Skill in effective communication, both verbally and in writing. 
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
  • Ability to get along with others, and work effectively with the public and co-workers.
  • Ability to work flexible hours, including evening meetings.
  • Ability to multi-task and work within deadlines.
  • Ability to deal with confidential and sensitive matters.
  • Ability to work with and process payments for accounts within the budget and department.  
  • Ability to use computers for data entry, word processing, and accounting purposes. 
  • Ability to operate a copying machine. 


PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity. 


WORK ENVIRONMENT

Work is performed both indoors and outdoors in varying weather conditions and may require standing for extended periods of time. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, temperature and noise extremes, or violence.
