What are the responsibilities and job description for the Water Loss Specialist position at Henry County Water Authority?
The Water Loss Specialist is required to perform technical duties to operate the water distribution system leak detection program, small meter testing program, and pressure recorders. This position requires extensive coordination with the Customer Service and the Operations Departments to assure that the highest level of productivity and accountability are maintained.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Performs leak detection duties, including cleaning sediment from valve boxes prior to the deployment of leak detection equipment; utilizing engineered drawings or maps to deploy leak detection devices (such as the Permalog Leak Detection System, X-mic, L-mic, Aquascope III, Soundsense I, and Tri-Corr Touch Correlator) on mechanical valves, service lines, and fire hydrants; uploading and downloading information from the leak detection equipment to interpret the readings in order to determine the source and location of water leaks. Requires continuous knowledge and self-education of new leak detection methods, standard operating procedures, and equipment operational manuals.
- Plans work schedule, including planning daily and weekly tasks to complete leak detection coverage of areas identified by Water Loss Supervisor. Evaluates maps and system record drawings to establish timelines for completing various subtasks in order to achieve measureable goals.
- Reports and maintains leak data, including entering data in the Leak Detection database; updating various spreadsheets; developing reports of activities, work order request and progress; maintaining equipment and inventory.
- Troubleshoots special customer assignments or requests that may be associated with undetectable leaks or irregular water usage by customers. Duties include analyzing customer accounts and utilizing smart meters to determine water use behavior and deploying leak detection equipment to perform detailed analyses.
- Performs routine systematic testing of existing small water meters and comparison testing of various other vendor meters. Duties include the removal of meters for testing; testing meters at different flows to ensure that meters meet AWWA accuracy standards; thoroughly documenting test records and electronically entering test data. Works closely with Operations and Customer Service to schedule meter replacements and update customer accounts.
- Deploys and maintains pressure recorders, including deploying and relocating of recorders per HCWA staff requests; monitoring recorder status via the web interface; routine maintenance and repairs on all pressure recorders.
- Utilizes record drawings, field evidence, and locating equipment to locate water and sewer facilities for proposed improvement projects, GPS surveying, and locating water leaks.
- Assists with periodic field surveys, including using a level or prism rod at designated points to assist in determining elevations and staking construction projects; taking manual measurements using a rod or tape measure; cutting and clearing brush and trees from line of survey using a brush hook, knife, ax, or other cutting tools.
- Develops and delivers community education. Duties include creating PowerPoint presentations; interacting and educating customers, managers, staff, professional and community groups, governmental agencies, and others encountered in the course of work about HCWA’s leak detection and small meter testing programs.
Education and/or Experience: High school diploma or general education degree (GED); two years’ experience in water distribution design, repair, inspections, or construction; or equivalent combination of education and experience.
Certificates, Licenses, Registrations: Valid Georgia Driver's License. GA Water Distribution System Operator License or ability to obtain within two (2) years. Must be at least 21 years of age.

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts and high, precarious places. The employee is frequently exposed to extreme cold and extreme heat.
