HERITAGE RANCH OWNERS ASSOCIATION

The Heritage Ranch Board of Directors seeks applicants for the position of General Manager, effective immediately.

THE ORGANIZATION

Heritage Ranch Owners Association was incorporated in 1972. It is a master-planned community with 16 separate tracts, housing 2,091 single-family residential lots/units varying in size from condominiums and RV pads to parcels over 20 acres. When fully developed, a total of 2,900 private lots are planned. Heritage Ranch encompasses common areas and facilities, including approximately 3,050 acres of dedicated open space owned by the Association.

Approximately 2,000 full-time and 1,000 part-time residents enjoy the Heritage Ranch lifestyle, which includes access to parks with pools, pickleball, basketball, and tennis courts, an Equestrian Center, a Recreation Barn, dog park, a private launch ramp, and boat slips for lease and short-term rentals.

Heritage Ranch is incorporated under general California non-profit mutual benefit law as the master association. The governing board has five members with staggered two-year terms. Each director may serve two consecutive two-year terms. Heritage Ranch employs a general manager who supervises a staff of approximately 35 employees (full-time and part-time), with several seasonal employees during the peak summer boating season. Contracted vendors perform several tasks, including seasonal landscape maintenance and other significant maintenance tasks.

There are three sub-associations to the master association consisting of townhomes, condominiums, and large certificate parcels. Each sub-association has its own governing documents, boards of directors, financial operations, and private amenities for exclusive use by its membership. All members of Heritage Ranch currently pay $150.00 per month in assessments billed quarterly ($450.00). The fiscal year is July 1st to June 30th. The current Operating Budget is $4.265 million, and Reserve Funds are approximately $1.77 million.

LOCATION

Heritage Ranch Owners Association is located in California's beautiful Central Coast region – a destination place for many. The community is near Paso Robles in San Luis Obispo County and is situated adjacent to the southeast shoreline of Lake Nacimiento. The office is located at 2130 Heritage Loop Road, Paso Robles, CA 93446. The association’s website can be found at www.hroa.us.

BOARD’S MISSION & VALUES
The Board’s mission is to:
  • Work together to create a community at Heritage Ranch where residents feel safe, valued, and proud to live;
  • Serve as fair and responsive representatives of homeowners, respecting their needs while working within and upholding the Association’s rules, policies, and governing documents;
  • Lead responsibly, ensuring the wise management of community funds and assets; and
  • Foster trust through clear, proactive, and transparent communications with residents.

The Board of Directors is committed to working with the General Manager for effective organizational performance for owners, residents, guests, tenants, staff, and other stakeholders.

The Board has prioritized and seeks a candidate to assume a proactive role in leading and managing the Association, with current priorities including:
  • Collaborating and supporting the strategic planning process.
  • Long-term financial planning and management.
  • Infrastructure maintenance and repairs.
  • Updating governing documents, processes, and procedures.

THE POSITION OF GENERAL MANAGER

The General Manager of Heritage Ranch reports and is accountable to the Board of Directors.

The Board of Directors utilizes governance principles to delineate and clarify the roles, responsibilities, and accountabilities of the General Manager, the Board, and the association’s members, officers, and committees.

The Board is Heritage Ranch’s policy and standard-setting body, representing the interests of its owners in determining and codifying written performance expectations.

The Board of Directors consults with the General Manager and others to determine its governing policies.

KEY RESPONSIBILITIES

Board of Directors: Reports to and works closely with the Board, its officers, and committees.

Policy: The Board is primarily responsible for setting the Association's vision and strategic direction, with the General Manager responsible for developing operational/ business strategy, planning, and programming. The individual will work closely with the Board to stimulate and inspire the Board’s thinking and decisions about how the Association can increase its value/benefits to its owners and other stakeholders.

Authority: The General Manager oversees all day-to-day operations and staff in a manner consistent with the standards outlined in Board policies, the Heritage Ranch governing documents, Operating and Reserve Budgets, and other approved operational plans.

Finances: The General Manager develops the Association's short-term and long-term business/operational plans. They manage budget and actual financial conditions in a manner consistent with clearly articulated board policies, ensuring financial sustainability, accurate and timely financial reporting with appropriate financial controls in place, and work closely with the Finance Committee to review monthly financials, prepare annual budgets, facilitate Reserve Study updates and site reviews, and develop key recommendations relative other financial decisions as they arise in the course of business.

Staff: The General Manager leads the Staff in setting integrated goals/plans/programs supporting the association’s priorities. They direct staff programs/activities, ensure competent and motivated individuals are in place, and support a staff culture that is focused on and responsive to the needs of Heritage Ranch’s owners. They are expected to treat staff with respect and offer mentorship and opportunities for professional growth.

Community Relations: The General Manager maintains effective two-way communications and appropriate, equitable, professional relations with the owners, recognizing the diversity of the association’s needs, particularly regarding distinctions between owners and other stakeholders. They maintain a professional, high-profile relationship with representatives of the City of Paso Robles, Monterey and San Luis Obispo Counties and other regulatory and service agencies impacting Heritage Ranch. They will honor the history of Heritage Ranch while moving the community forward with current social and political realities.

Legislative Advocacy: The General Manager keeps the Board aware of legislative changes and policies impacting the association and involvement with local, county, state, and federal agencies impacting Heritage Ranch.

Stewardship: The General Manager keeps the association operation compliant with applicable laws and regulations, ensuring the Board is informed of the conditions of the Association. They will collaborate and work with a diverse community to protect and enhance the community's value and services.

CANDIDATE PROFILE

The ideal candidate will have the following combination of qualifications and attributes.
  • Education:
    • Bachelor’s degree and/or equivalent experience in related industry.
    • Advanced degree and/or Certified Community Association Manager (“CCAM”), and/or Professional Community Association Manager (“PCAM”) certification(s) are preferred. Other acceptable designations include MCM, LSM, CMCA, AMS.
  • Primary Competencies:
    • Strategic thinker/long-range planning and project management background.
    • Understand technology applications relevant to homeowner associations.
    • A dynamic and positive “servant leader” with proven collaboration and team-building skills.
    • Excellent communication/active listening skills.
    • Proven experience and success in association advocacy and interaction with elected officials, regulatory agencies and processes.
    • Highest ethical standards fostering transparency and objectivity.
  • Experience & Qualifications: Ideal candidates should have at least 5 years of large-scale community association management (over 1,000 units), related industry experience as a senior manager, or a minimum of 5 years of executive management with transferable skills (i.e., City Manager). In addition:
    • Strong management experience with large-scale communities, land use issues, facilities management, and on-site staff (permanent and seasonal). Interaction with sub-associations.
    • Proven success in selecting/retaining/leading management staff.
    • Experience developing and implementing strategic business plans.
    • Strong budgeting and financial/accounting management skills, with a minimum of $3-$5 million budget oversight experience.
    • Demonstrated effective communications/relationship building with board members, HOA owners, professional colleagues/affiliated organizations and agencies.
    • Positive experience in working with/being accountable to a governing board.
    • Proven track record in organizational skills, being accountable to meet deadlines and being responsive to diverse constituencies.
    • Strong public speaking and writing skills and timely follow-up on commitments to staff and various constituencies.
  • Qualities and Attributes:
    • A dynamic and articulate leader who understands, will embrace, and articulate Heritage Ranch’s role and purpose and effectively communicate the same to staff, owners, media, and other stakeholders.
    • Committed to timely, thoughtful, and honest communications.
    • An effective “thought leader” and excellent listener, able to handle diverse personalities.
    • Commitment to understanding and supporting the Board’s governance structure.
    • Able to gracefully “take charge” yet readily accept direction from the Board.

COMPENSATION AND BENEFITS

Heritage Ranch offers a competitive compensation package including medical, dental, and vision benefits, long and short-term disability coverage, and basic life coverage. Salary range is $125,000 - $160,000. Relocation expenses,
if necessary, are negotiable.
