Job Description
Resource Specialist (RSP)/ Special Education Learning Center Teacher
BASIC FUNCTION:
The Resource Specialist/Special Education Learning Center Teacher is a certificated teacher who provides instruction according to the standards of performance expected by the District and in accordance with provisions of the California Education Code, State Board of Education rules, the policies of the Governing Board, the adopted course of study and such other provisions as may be adopted by the Superintendent of Schools. The Resource Specialist is responsible for instruction and assistance to individuals with exceptional needs and shall be under the direction of the Coordinator of Special Education.
REPRESENTATIVE DUTIES:
A.Structure a kindergarten through eighth grade instructional program based on the requirements of each Individualized Educational Plan for students enrolled in special education using core curriculum materials to ensure equal access in all content areas.
1.Develop positive self-esteem and feeling of success for students.
2.Maintain accurate written records of pupil progress, goals and objectives, attendance and staff/parent contacts.
3.Consult with Special Education Team and appropriate staff members regarding general education students considered to be at risk.
B.Participate in the Individualized Education Program process from referral to implementation for initial/annual/triennial assessments.
1.Conduct standardized testing and/or teacher surveys, as appropriate.
2.Record results as part of the multi-disciplinary report.
3.Determine progress with regarding to current IEP goals.
4.Develop new IEP goals and objectives.
C.Evaluate and monitor pupil progress and make periodic reports on the achievement/progress and personal adjustment of identified pupils, in cooperation with general education, administrative and support staff.
1.Distribute and collect classroom teacher surveys for information pertinent to developing IEP goals.
D.Provide ongoing consultation and inservice to general education and special education staff regarding topics related to special education instruction as required by State Law to assure the progress of special education students in the general education program.
1.Offer materials/instructional strategies for classroom modifications necessary to successful acquisition of core curriculum concepts.
2.Compile packets for classroom teachers to include student profiles, IEP goals, instructional schedules, grading practices, strategies for modifications to meet individuals needs of RSP students.
3.Schedule and present at least one staff inservice training to focus on serving students with special needs.
E.Assume responsibility for all clerical tasks involving completion and distribution of meeting notices and other pertinent documents to parents, staff members and administration.
1.Meet all required timelines for initial, annual, triennial IEP’s.
2.Update and distribute schedules for special education instructional periods and IEP meetings to Special Education Team members and all administrators.
3.Maintain files for CCR documentation.
F.Increase professional competency through inservice training, conference attendance, visitations, and staff development activities.
1.Share current research/trends/developments of techniques and materials in special learning education and related fields with appropriate staff members.
2.Use innovation and effective teaching techniques/specialized equipment and materials adapted to the needs of individual students to include Project Read, Books on Tape, TouchPhonics, Hooked on Phonics.
G.Confer with parents, appropriate staff members, health professionals, agency representatives regarding student progress/necessary services.
1.Provide ongoing home/school communication.
H.Facilitate IEP meetings.
1.Notify appropriate classroom teachers.
2.Complete all pertinent forms.
I.Serve as contact person for inquiries regarding Special Education services.
1.Articulate with high school personnel to facilitate Individual Transition Plans for special needs students and exchange of information with Special Needs Counselors and Directors of Special Services.
2.Acquire and review of records for new enrollees to determine needs/most appropriate settings for Special Education services.
3.Develop and distribute interdistrict transfer packets to appropriate agencies/personnel.
4.Consult with independent school personnel/families.
J.Confer with RSP assistant to coordinate schedules/performance standards/program options, diagnosis/prescription/implementation to address individual student needs.
1.Supervise and evaluate RSP assistant.
K.Create and maintain a functional and attractive learning environment.
1.Evaluate and select necessary instructional materials.
L.Perform other duties as assigned.
KNOWLEDGE AND ABILITIES:
The teacher must have qualifications based on the following criteria:
1.Grade level experience.
2.Current staff development and training related assignment.
KNOWLEDGE OF:
principles, methods and procedures pertaining to curriculum planning, control, evaluation and forecasting, and management of data storage and retrieval systems;
communication and human relations strategies, procedures and techniques;
current instructional methods and techniques.
ABILITY TO:
communicate effectively in oral and written form;
understand and carry out oral and written directions with professional direction;
establish and maintain cooperative organizational and community relationships;
select and requisition books, instructional aids and supplies and maintain required records;
identify and diagnose pupil needs, plan an instructional program to help pupils solve health, attitude, and learning problems.
EDUCATION AND EXPERIENCE:
Bachelor's degree and graduate training.
Favorable recommendations from previous teaching assignments.
Favorable recommendations from student teaching assignments.
Favorable experience with any school, community, or youth organizations.
LICENSE REQUIREMENT:
Must hold a valid California Educational Specialist Mild/Moderate Credential or Multiple Subject Teaching Credential and A Learning Handicapped Credential covering the assignment area.
Salary : $59,004 - $102,692
