The Assistant OMB Director provides leadership and performs management functions, in collaboration with the OMB Director, for all aspects of the OMB Department. The position performs a wide range of analytical, technical, and advisory functions associated with the County budget, including direct preparation of the County's annual budget.  OMB provides direct support to management and analysis of County operations. Specifically, OMB provides budget feedback and preparation, while assisting with analysis of revenue collections.  The Assistant OMB Director provides support and leadership with the preparation of budget by conducting budget to actual comparisons and analysis for financial reporting purposes, to ensure the budgets are balanced.  Positions at this level receive only occasional instruction, or assistance, as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  As a leadership role, the ability to work as a team and assist one another is a core function of this position.  
  • Assists the OMB Director with coordination and training for the other Budget Analysts, as needed.  
  • Responsible for budgeting all personnel services components using the personnel budgeting module, in collaboration with Human Resources department.  Ensures authorized positions are budgeted and updated in the Human Resources position control module, while maintaining confidentiality.  
  • Assists with the review and coordination of the Five-Year Capital Improvement Plan (CIP) and works with the team to ensure it is updated on the website, as needed, with the applicable Budget Analyst(s) & OMB Director.  
  • Coordinates, consolidates, and reviews statistics for internal services department cost allocation and submits to vendor.
  • Works with vendor in completing the Annual Cost Allocation Plan. Reviews Cost Allocation documents for accuracy and reasonableness.
  • Prepares and processes quarterly billings & interfund billings.
  • Prepares and processes the County debt service payments and collaborates with the OMB Director to ensure the annual budgets align with applicable payment schedules.  
  • Reviews and processes budget amendments, in absence of OMB Director.  Communicates that information upon the return of the OMB Director.  
  • Reviews and processes agenda items for financial impact through the electronic agenda software.  Ensures appropriate accurate financial documents are submitted. Upon approval, submits financial documents to Finance for processing.
  • Presents applicable agenda items with the OMB Director or in absence of the OMB Director.  
  • Conducts final annual certification of the Municipal Service Benefit Unit (MSBUs) with the Property Appraiser and Tax Collector.   Works with departments to confirm rates and parcels are accurate.  Submits final certification to Property Appraiser and Tax Collector for processing of tax bills. 
  • Coordinates the Local Providers Participation Fund (LPPF) legal ad, invoice notices, and ensuring all participating hospitals provide remittance to the County. 
  • Provides the monthly Local Providers Participation Fund (LPPF) financial ledger to Adelanto Healthcare Ventures (AHCV) and coordinates the Direct Payment Program (DPP) Intra-governmental Transactions (IGT) remittance of behalf of Hernando County.
  • Coordinate with the departments and the Clerk Finance Department to prepare the County Court-Related Functions for the Department of Revenue. 
  • Coordinates with the Constitution office to prepare the Dispatch Calls by Agency payment.
  • Reviews and approves all Board approved requisition (reqs) over $35,000 and change orders, either directly or as a backup.   Confirms BOCC approval for reqs >$50k, per policy, to ensure funding availability. 
  • Prepares Payment in Lieu of Taxes (PILOT) invoices and coordinates remittance.
  • Approves pay requests, leave requests, absentee reports, overtime, time sheets, and all other administrative work requiring approval, as needed.
  • Performs system administration of budget software to include the financial budget module, personnel budget module. Works with vendors or departments on software upgrades and perform testing.   
  • Monitor cash flow and review financials and budget status with dedicated departments.
  • Analyzes requests for transfers between funds to meet changing conditions and determines legality and reasonableness in requests.
  • Monitors departmental expenditures and revenues compared to budget and informs budget director when significant variances occur.
  • Responsible for cost benefit analysis, studying financial requests, and researching alternative funding methods for the benefit of the county.
  • Projects future financial needs taking into consideration the various projects undertaken by the county. Assists Budget Director, Deputy County Administrator, and County Administrator to manage financial resources.
  • Serves on Professional Evaluation Committees for Request for Proposals upon request.
  • Assists in the development of departmental policies and procedures, and budget formulation.
  • Assists with the interviewing process for the OMB Department.
  • Works in collaboration with Human Resources to update the County Organizational chart to ensure the updated version is on the County’s websites.
  • Compliance package review with the OMB Director for verification and validation purposes.  
  • Trust in Millage (TRIM) information review with OMB Director for verification and validation purposes.  
  • Annual Report information review with OMB Director for verification and validation purposes.   
  • Provides feedback and assist with planning associated with the OMB website & applicable content, including reports, policies, and the budget book.  
  • Assists the OMB Director with department planning and allocation of resources to meet deadlines efficiently and effectively.  

Emergency Response 
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Minimum Qualifications
  • Bachelor’s Degree from an accredited four (4) year college or university in public administration, accounting, finance, business administration or related field.
  • A minimum of four (4) years of experience in budgeting, finance or accounting.  Florida government experience preferred.
A combination of education, training and experience may be substituted at the County's discretion.

Licenses, Certifications, or Registrations
  • Must possess and maintain a valid Florida Driver’s License and be insurable by current insurance carrier.
  • Certified Government Finance Officer (CGFOA) or willingness to pursue this certification, upon hire.  
  • Complete necessary certification for NIMS compliance.

Required Competencies
  • Knowledge of Florida Statues, County ordinances and County policies related to budgeting, MSBUs, and elected officials.
  • Ability to provide analysis, projections and recommendations on revenues, expenditures and financial policies.
  • Ability to isolate and analyze significant trends from detailed records.
  • Ability to organize and present clear and concise oral and written reports.
  • Ability to summarize and communicate complex financial information to a variety of audiences.
  • Ability to isolate and analyze significant trends and practices from detailed records and factual material.
  • Considerable knowledge of the principles and practices of county budgeting and accounting.
  • Considerable knowledge of the Hernando County organization and operation, and of its budgetary procedures and practices.
  • Ability to write clearly and concisely, while also being willing to proofread in other instances, such as the budget book.  
  • Ability to organize and present clearly, orally and in writing, reports of findings and recommendations.
  • Ability to comprehend and prepare statistical and other data for presentation to others.
  • Ability to establish and maintain effective working relationships with all levels of the organization as necessitated by work assignments.Ability to work independently with little or no supervision.

  • Must be able to communicate effectively using speaking, vision and hearing skills.   Ability to use a personal computer.   Sitting for extended periods.
