Responsible for the supervision and daily activities performed by skilled and unskilled Facilities Technicians in the repair, maintenance, installation, construction and operation of County owned buildings and grounds. Responsible for the timely and efficient completion of service requests and other tasks assigned to staff under their supervision. Responsible for the safety and training of the personnel assigned under their supervision. Also assists the Facilities Manager and Project Manager in the identification, facilitation and coordination of projects and contracts.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Minimum Qualifications
A combination of education, training and experience may be substituted at the County's discretion.

Environmental Conditions
Works in an office environment with numerous employees. Works near hazardous conditions, around dust, fumes and heat. Works with electrical current, outside, requires safety equipment.

- Directly supervises all skilled and unskilled Facilities Technicians to include but not limited to timekeeping, work assignment and scheduling, quality of work performed, motivating, counseling, evaluations, training, rewarding and disciplining as required, within County and Department policies and agreements.
- Determines crew and employee assignments, methods and procedures of safely completing assignments as scheduled within job descriptions and employee’s abilities.
- Performs safety training as needed. Audits safety policies & procedures. Makes recommendations to the Facilities Manager.
- Assists Facilities Manager and Project Manager with the identification, development, facilitation and coordination of capital and non-capital projects and contracts. Obtains permits as required.
- Maintenance of records for projects, contracts, inventories, equipment etc.
- Performs all Technician work as required.
- May perform “on-call” duties at any time of the day or night as required for emergencies.
- Regular attendance.
- Attends required training. Attends crew, project and other meetings as required.
- Performs other reasonably related duties as assigned by immediate supervisor or other management personnel.

- High school diploma or equivalent.
- Eight (8) years’ experience in building, electrical, plumbing, construction, installation, repair and maintenance of HVAC systems or an acceptable combination of training and experience.
- Valid Florida driver’s license and be insurable by current insurance carrier.
- Must possess, or obtain EPA approved HVAC refrigerant recovery certification, Type III minimum pursuant to 40 CFR Part 82, subpart F within six (6) months of employment.
- Necessary certifications for NIMS compliance.
- This position is subject to the Hepatitis A & B Vaccine when necessary.

Special Requirements
- Applicant(s) selected for this position must undergo a Level 2 background screening with satisfactory results as determined by HCSO
Required Competencies
- Knowledge of all phases of building maintenance, construction, plumbing, HVAC, electrical systems and carpentry.
- Organization and attention to detail.
- Knowledge of state and county building codes, rules and regulations.
- Ability to read and interpret sketches andblueprints.
- Ability to make time and materialestimates.
- Ability to establish and maintain good working relationships with staff, departments, associates, vendors, contractors and the general public.
- Ability to formulate letters, memos, scopes of work, plans and details, contracts, etc.
- Ability to plan and oversee the work of Facilities staff related to maintenance duties and activities.
- Ability to use a computer and associated software such as Word, Excel, Power Point, Outlook, work management programs, etc.
- Must have sufficient physical strength, agility and freedom to do heavy manual labor for short periods, occasionally in adverse weather conditions.
- Ability to perform all functions of Maintenance Technician positions.
- Ability to become NIMS certified within 3 months of employment. Ability to assess and document infrastructure damage in the aftermath of natural or manmade disasters.
