What are the responsibilities and job description for the Grant Writer position at Hernando County, Florida BOCC?

The purpose of the position is to research, compile and write grant applications for State, Federal, and local funding opportunities, while understanding the limitations and needs of the County. Responsibility includes all pre-award functions and providing support for the post-award functions when needed.

  • Performs specialized work researching grant opportunities to support County programs and projects.
  • Develops documentation to support efforts to obtain funding, prepares grants applications, and provides technical assistance throughout the pre-award phase.
  • Prepares initial budgets for grant applications in cooperation with department personnel.
  • Assists departments with grants implementation when necessary.
  • Serves as the liaison between the County, funding sources, and other external agencies during the pre-award phase.
  • Keeps County Departments apprised of applicable funding opportunities and makes recommendations to departments on whether or not to pursue funding opportunities.
  • Work in conjunction with the Grants Manager, Grants Compliance Analyst and Grants & Revenue Manager as part of the County’s Grants Team.
  • Participates as a member of the Grants Team to provides direction in the establishment of grant oversight and monitoring programs that provides support and guidance to department’s financial and program staffs in the management of grant programs to ensure controls and systems are in place to assure compliance with applicable statutes, regulations, policies, procedures, and contracts.
  • Assists various departments to ensure the ability to implement prospective programs in the most efficient and effective method for proper data collection, accurate and timely reporting and to ensure delivery of required outcomes.
  • Interprets and explains applicable grant and/or program regulations, requirements, and procedures. 
  • Assists the Grant Team in providing periodic training to keep department staff current with requirements.
  • Be able to provide periodic support for the Grants Compliance Analyst.
  • Performs other reasonable related duties as assigned by immediate supervisor or other management personnel.

Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.

Minimum Qualifications

  • Bachelor’s Degree from an accredited four (4) year college or university is preferred or four (4) years of documented experience in grant writing experience may be acceptable.

  • Two (2) years of grant writing experience. 

Any combination of education and experience that provides equivalent knowledge, skills, and abilities may be considered.

Licenses, Certifications or Registrations

Must possess and maintain a valid Florida Driver’s License and be insurable by current insurance carrier

Required Competencies

  • Extensive knowledge of current government and grant budget principles, practices and accounting and reporting procedures, generally accepted accounting principles (GAAP).
  • Knowledge of the functions, organization and administration of federal, state and local governmental organizations.
  • Knowledge of grant statutes, regulations, rules and compliance requirements.
  • Ability to analyze a variety of grant problems, to make sound recommendations as to their solutions and to prepare working procedures.
  • Ability to communicate effectively both orally and in writing to influence actions/behaviors by staff in other departments, agencies and consultants.
  • Ability to establish and maintain good working relationships with co-workers, user Departments, officials, and funding authorities and be able to work independently.
  • Develop and conducts kick-off meetings.
  • Ability to compose/prepare correspondence and create/generate reports.

Physical Demands

  • Constant: Use of fingers, good near vision and distant vision (with or without correction) and good hearing (with or without hearing aid).  Ability to lift up to 20 pounds. Ability to travel to other sites, departments, and offices on different floors and / or buildings.

  • Constant:   Working inside and closely with others.
