Planner III

Responsible for performing advanced planning analysis and tasks in the Planning Department, including coordinating work assignments to meet planning objectives, and mentoring of other staff members in planning related job duties. 

The pay rate for this position generally starts at $63,481.60 annually plus benefit and retirement options. 

• Supports Planning Manager in facilitation of Planning Division long-range planning goals andobjectives. 
• Performs advanced professional work related to a variety of planning assignments.
• Compiles reports and manages studies concerning complex growth issues. Presents reports and findings to advisory committees, citizen groups, boards, and elected officials.
• Analyzes and processes complex development proposals and agreements for compliance with the comprehensive plan and land development regulations. 
• Prepares amendments to County land development regulations.
• Analyzes amendments to the Comprehensive Plan and processes other land use applications.
• Participates in the Development Review Process.
• Prepares and manages updates to the impact fee ordinances.
• Coordinates with the Water Management District, and other State and Regional agencies regarding environmental issues.
• Coordinates with Department of Public Works and Utilities Department on the reviews of development permit applications for compliance with environmental regulations and Comprehensive Plan rules and policies. 
• Prepares updates to the comprehensive plan and evaluates/monitors the plan for compliance with county growth objectives and state law.
• Responds to inquiries from the public.
• Provides leadership in the review of various applications, including subdivisions, permits, site plans, rezoning requests, and special exception use permits. 
• Attends staff meetings and provides input for improved permit review streamlining. 
• Assists in duties related to preparation and presentation of data in graphic and/or written form that will be presented to the Board of County Commissioners. 
• Reviews drafts and edits materials related to the planning field. 
• Attends Planning and Zoning Commission and Board of County Commissioners meetings as required.
• Reviews and analyzes complex regulatory ordinances. Makes recommendations for future actions. 

Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.Minimum Qualifications

• Master’s degree in Planning or a closely related field from an accredited university or college preferred.
• Five (5) years of experience in planning or a related field.  
• Course work or experience providing knowledge of Geographic Information Systems (GIS), zoning and long range planning strategies.
• An equivalent combination of education, training or experience may be considered.  

Licenses, Certifications, or Registrations

• Must possess and maintain a valid Florida Driver’s License and be insurable by current insurance carrier.
• Complete necessary certification for NIMS compliance.
• American Institute of Certified Planner (AICP) designation (Preferred).

Required Competencies

• Advanced knowledge of principles and practices and methods of public policy and urban planning.

• Knowledge of Federal, State, and/or local laws governing zoning, planning, and development.
• Well-developed knowledge of one or more planning disciplines
• Knowledge of land development regulations and the implementation of effective growth management techniques.
• Ability to conceive, plan, and participate in research projects, Effective oral presentation and written skills required.
• Ability to create and guide implementation of capital improvement plans or programs.
• Ability to analyze and prepare studies and reports, and reach valid conclusions.
• Financial Responsibility: potential to manage or administer grant funds. 
• Ability to deal effectively with the public, elected officials, other agencies and departments, committees, and employees.
• Ability to use highly technical computer applications, such as GIS.
• Ability to make sound and impartial judgments/decisions.
• Group facilitation skills, problem solving skills, excellent interpersonal skills and the ability to work on multiple projects simultaneously.
• Ability to manage projects effectively and meet firm deadlines.
• Ability to coordinate with regional entities.
• Ability to gain knowledge of post disaster redevelopment procedures and policies.

Physical Demands
Must have the ability to lift large rolls of plans, ability to walk job sites under construction.  Acceptable eyesight (with or without correction), acceptable hearing (with or without hearing aid), ability to access, input or retrieve information from a computer, ability to access file cabinets for filing and retrieval of data, ability to sit at a desk and view a display screen for extended periods of time, ability to communicate both orally and in writing.

Environmental Conditions
Office environment and some field inspections.  Works closely with others.
