What are the responsibilities and job description for the Water Resources Specialist position at Hernando County, Florida BOCC?
This is a technical position involved in performing inspections of construction of stormwater drainage systems in Hernando County right-of-way or private developments. This position also requires interaction with citizens in order to address their stormwater concerns.
- Provides on-site inspection of County stormwater infrastructure from the initial construction phase to final acceptance in accordance with plans and specifications.
- Reviews and approves record drawings. Performs yearly maintenance and final maintenance inspections of subdivision construction; makes recommendations for corrective work required prior to County acceptance.
- Inspects permits and drainage plans as required and makes recommendations to correct deficiencies. Provides written reports and recommendations to correct deficiencies supported both in writing and with photographical documentation.
- Performs visual inspection of existing county roads and drainage systems conditions. Written reports and recommendations to correct deficiencies must be submitted with photographs as required.
- Visually inspects drainage construction and determines if the site plan requirements have been met. Written reports and recommendations to correct deficiencies must be submitted with photographs as required.
- Ability to read plans and surveys in conjunction with road, bridge, sanitary, water and storm drainage construction.
- Maintains records and reports related to inspection results and field or laboratory tests. Attends pre-construction conferences.
- Investigates citizen complaints, such as, but not limited to, drainage problems, right-of-way concerns, flooding issues, and other stormwater related issues.
- Assists in Department’s Capital Improvement Program (CIP).
- Inspects public and private developments for proper erosion and sediment control and compliance with approved SWPPP and NPDES permits.
- Participates in CCR process: Reviews plans and drainage calculations and other supporting documentation for proposed development to assure conformity with HCFDG and County design requirements.
- Maintains and prepares display materials and equipment.
- Participates in Statutory Working Group (Citrus, Hernando Waterway Restoration Committee, Hernando County Task Force, Technical Advisory Group).
- Participates in US Coast Guard Area Committee Meetings, ref. Area Contingency Plan (Spill Response).
- Conducts public outreach, stormwater education (Hurricane Expo, Swamp Fest, County Fair, etc.).
- Maintains inquiry list for floodplain areas and provides floodplain education and advise to minimize impacts to development.
- Other duties as assigned.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.
Minimum Qualifications
- Associates degree or higher
- Three (3) years’ experience in stormwater and drainage construction inspection
- or
- High School Diploma / General Education (GED)
- Seven (7) years' experience in stormwater and drainage construction inspection
A combination of education, training and experience may be substituted at the County's discretion.
Licenses, Certifications, or Registrations
- Must possess and maintain a valid Florida driver's license and be insurable by current insurance carrier.
- Maintains certification as Certified Floodplain Manager through the American Society of Flood Plain Managers.
- Florida Department of Transportation (FDOT) Intermediate Training Maintenance or Traffic Certification; Florida Stormwater, Erosion, and Sedimentation Control Inspector Certification are recommended.
Special Requirements
- NIMS/Incident Command Courses IS100PW, IS200, IS300, IS700, and IS800 within 90 days of employment.
