GENERAL DESCRIPTION:
This is advanced specialized work involving the assembly of data and analysis of facts in order to formulate estimates of commercial values. Work involves a variety of complex tasks requiring considerable independent judgment in order to formulate objective, equitable and defensible estimates of values. Meeting timelines is very critical in this position.
ESSENTIAL JOB FUNCTIONS:
Assure just and equitable assessments on all commercial property utilizing the three approaches to value.
Compile and review records necessary for appraisals including blueprints, building plans, maps, deed restrictions and land use classifications.
Assist Commercial Analyst in gathering and analyzing rental data used to appraise income properties.
Assist in the preparation of detailed analytical reports used to challenge commercial property audits performed by the DOR and to defend values before the Valuation Adjustment Board.
Respond to assessment questions received from commercial property owners, managers, attorneys, accountants and similar individuals; explain commercial appraisal criteria, formulas and statutory requirements.
Assist in establishing commercial base rates, land and structure rates, commercial structure types and table changes as needed.
Keep up to date on zoning and permitting changes, laws and regulations.
Responsible for maintaining a current Commercial Property Quick Reference Guide.
Advise property owners concerning methods and procedures used in determining values, answer questions relative to property values and appraisal techniques.
Learn the essential job functions of the Commercial Analyst position
Responsible tracking tower sites. Annually send letters to property owners advising them of the tax liability to their property.
Provide assistance to the Tangible Department as requested.
Keep up to date with Florida Statutes and DOR Rules, policies and directives applying to Ad Valorem taxation and insure compliance.
JOB STANDARDS:
Education: High School Graduate or GED Certification
Experience: Five to seven years ad valorem experience
Licenses or Certifications: Must possess and maintain a valid Florida Driver license and be insurable by our current
insurance carrier. State Certified General Appraiser license preferred.
EQUIPMENT USED:
Motor vehicle, personal computer, printers, calculator, facsimile machine, copier, telephone, imaging system and other office equipment.
CRITICAL SKILLS/EXPERTISE:
Ability to express ideas clearly and concisely in writing or orally in a friendly/professional manner
Ability to use software programs related to job functions accurately and effectively
Must be able to establish and maintain effective working relationships with other Deputies, County departments and governmental agencies and businesses

Ability to understand and interpret oral and written instructions
Able to work independently, be self-motivated and task oriented.
Knowledge of office procedures, correspondence and standard business practices
Must be able to work with the public under stress, difficult and/or sometimes unpleasant circumstances
Knowledge of GIS/Mapping software with the ability to identify, locate & analyze property information
Knowledge of Computer Assisted Mass Appraisal (CAMA) software.
Knowledge of statistics and other quantitative tools of data analysis and their application to the appraisal process.
Knowledge of principles and techniques of operation of data entry software and hardware.
Ability to correlate a legal description to an aerial map or plat.
Ability to support and defend appraisals with tact and impartiality.
Knowledge of commercial property appraisal techniques, methods, practices and terminology used in the field of appraisal and construction.
Knowledge of Florida Statutes, DOR guidelines and regulations governing appraisals and theory of value as applied to commercial property.
ESSENTIAL PHYSICAL SKILLS: Constantly operates a computer and other office machines such as a calculator, copy machine, facsimile machine, postage machine, etc. Frequently be able to remain in a stationary position. Constantly uses speech, vision and hearing skills to perform duties.
ENVIRONMENTAL CONDITIONS: Office environment working closely with others. Occasional off-site training.
