Duties And Responsibilities
- This is a non-exhaustive overview of the job duties for this position.
- Management of the Caltrain Central Control Facility (CCF) to ensure the safe, timely operation of the railroad.
- Supervise, lead, mentor, coach CCF staff, Supervisor Train Operations (STO), Control Center Train Dispatcher (CCTD), Communication Clerks/PIDS/Crew Callers in accordance with Company policies, procedures, contractual requirements and applicable laws and regulations.
- Interface with employees, the client, reporting agencies, and governmental agencies as directed.
- Maintain electronic and paper records per FRA requirements.
- Conduct required Operational Efficiency Testing of employees.
- Ensure regulatory compliance with 49 CFR Parts 217, 219, 225, 228, 234, and 236.
- Lead and manage the railroad during emergencies, including conference calls.
- Participate in CCF related conference calls and meetings, shares information with appropriate CCF personnel and TASI departments.
- Ensure special event trains operate as needed/planned.
- Create, manage, and track work schedule for all CCF staff and complete payroll process.
- Manage Train Performance Summary (TPS) data.
- Review Daily Operations Report and daily track bulletins for accuracy.
- Ensures compliance and timely execution of Standard Operating Procedures (SOP), Emergency Plans, and Special Instructions.
- Investigate and close out customer complaints in the Industry Safe database.
- Coordinate with other departments to accomplish necessary work on the railroad CTC territory.
- Document, review, and track Key Performance Indicators.
- Regular and consistent engagement, participation, and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.
- Regular and predictable attendance and punctuality are a requirement for this position.
- Other duties as assigned.
- High School diploma or equivalent.
- Bachelor’s degree or equivalent work experience.
- A minimum of five years professional experience in a rail operations environment or working as a train dispatcher.
- Minimum three years professional experience supervising employees with increasing responsibilities.
- Must be General Code of Operating Rules (GCOR) qualified or become GCOR qualified within 30 days of hire date.
- Must become qualified on the Train Dispatcher Manual (TDM) within 30 days of the hire date.
- Must become qualified on the Caltrain Standard Operating Procedures (SOP) within 30 days of hire date.
- Must become a qualified testing officer under CFR49 Part 217 within six months of hire date.
- Organized and able to work independently.
- Proficient with Microsoft Office products.
- Ability to manage a wide range of complex projects requiring coordination across many stakeholders while meeting expectations and deadlines.
- Ability to communicate effectively to large groups while prioritizing safety, passenger rail service, On-time performance, and the requirements of the owner.
- Consistently reduce the time needed to complete recurring tasks.
- Accomplishes work quickly and efficiently.
- Consistently demonstrates deep technical skills/ knowledge when performing the duties and responsibilities of the position.
- Understanding of regulatory and governmental functions related to FRA, GCOR and CPUC General Orders.
- Demonstrate strong and effective communication, organizational, and time management skills.
- Ability to function calmly and exercise sound judgment during rapidly changing situations and crises in a fast-paced work environment.
- Ability to organize and prioritize tasks and coordinate multiple tasks that are time sensitive and/or urgent.
- Must perform tasks in the presence of distracting stimulation or under monotonous conditions without significant loss in efficiency, and make rapid, correct decisions.
- Must have the highest standards of personal integrity and commitment to task.

- Successfully complete and maintain any required safety certification and testing on an annual basis.

- Maintain balance for an extended period of time while train is in motion.
- Must be able to be aware of surroundings and follow verbal commands while being exposed to moderately loud noises on a daily basis.
- Work in a confined access/space environment with a width of 16 inches.
- Must be able to adapt to various temperature extremes including but not limited to heat, cold, moisture and wind.
- Regularly sit and stand for an extended period of time.
- Able to tolerate repetitive movements, squatting/bending, and overhead reaching.
- Able to lift up to shoulder height and horizontally transfer up to 35 pounds for a distance up to 10 feet.
- Regularly kneel, bend, squat for extended periods of time.
- Regularly reach overhead.
- Regularly grasp/squeeze equipment with a force up to 20 pounds.
- Regularly ascend/descend a platform with a height of up to 36 inches from the floor.
- Regularly ascend and descend an 8 step ladder while carrying up to 20 pounds.
- Must successfully pass color/vision examinations as required by the position.
- Must be able to hear and distinguish auditory signals as required by the position.
- Able to work in a safety sensitive work environment.
