The Proposal Manager is responsible for managing the day-to-day proposal process and execution of proposal efforts to respond to Request for Information (RFI), Request of Qualifications (RFQs), Statement of Qualifications (SOQs), and Request for Proposals (RFPs). They manage the entire proposal lifecycle, including client engagement support, and are responsible for the complete production of a compliant, compelling, and competitive proposal. The Proposal Manager drives proposal content development through detailed planning, scheduling, communication, and coordination with project pursuit teams, subject matter experts, writers, and graphic designers.

Duties And Responsibilities
- This is a non-exhaustive overview of the job duties for this position.
- Act as the central point of contact on assigned proposals, to lead and guide the work of each proposal team.
- Communicate and coordinate the proposal production process including scheduling and facilitating proposal kickoff meetings, document reviews, and strategy sessions; developing and maintaining a compliance matrix with key dates, roles, and responsibilities; resource mobilization and allocation; and the exchange and organization of documentation, forms, and content as needed.
- Review and analyze procurement documents to identify and communicate to the proposal team key information and requirements to maintain compliance.
- Collaborate with subject matter experts to develop and write proposal content by translating complex design and construction concepts into easily understandable narratives.
- Coordinate storyboards and page layouts, and the design of covers, pages, tabs, and other document content.
- Edit proposal content ensuring compliance with client requirements, readability, grammar and spelling, and win theme message consistency and clarity.
- Coordinates the development and assembly of all components and sections of a proposal document including the forms.
- Prepare slide decks and other documents for internal and external interviews and presentations.
- Coordinate interview/presentation rehearsals.
- Adhere to strict deadlines for multiple, simultaneous projects while coordinating closely with the Proposal Director and pursuit teams.
- Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.
- Regular and predictable attendance and punctuality are a requirement for this position.

- High school diploma or equivalent
- Proven industry experience and/or bachelor's degree in English or Marketing.
- Proven experience managing the proposal process and demonstrated understanding of the proposal lifecycle.
- Strong writing skills with the ability to write persuasively and tactfully to communicate proposal win themes and team competitive strengths.
- Solid understanding of page layout design and how to place, arrange, and format content to maximize visual appeal and communication of key messages.
- Strong knowledge of Adobe Suite, including InDesign, Illustrator, and Photoshop.
- Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint).
- Proven ability to work on multiple tasks or projects at various levels of completion.
- Organized, dependable, detail-oriented, and deadline-driven.
- Time commitments involve working overtime and weekends as requested.
- Travel is a requirement.
- Subject to pre-employment background check and motor vehicle report review.

- Successfully complete and maintain any required safety certification and testing on an annual basis
