Position Overview

This role is pivotal in planning, developing, and directing company-wide governmental advocacy and product stewardship programs to impact national, international, and local policy and assure continued safe management of Hexion products.

Job Responsibilities

  • Leads company-wide global regulatory and legislative affairs, including direct and indirect advocacy with a focus on environmental regulation, chemical risk assessment, worker safety, tax, trade, and transportation
  • Engages government agencies, elected officials, coalitions, consortia, regulatory agencies (including U.S. Environmental Protection Agency, Department of Labor, and European Chemicals Agency) and trade associations and with a focus on chemical and health-related regulatory programs including the Toxic Substances Control Act (TSCA), REACH, Canadian Environmental Protection Act, and Integrated Risk Information System (IRIS). Manages Hexion Inc. Political Action Committee.
  • Leverages scientific, legal, and / or policy knowledge, including through external consultants, to influence risk assessment and risk management in countries where Hexion and its customers operate.
  • Identifies and anticipates issues, activities, priorities and perspectives regarding product safety, toxicology, health effects, regulatory, and legislative matters that may have long range implications through functional intelligence gathering mechanisms and networks.
  • Initiates, develops, and directs company-wide product stewardship strategies, plans, programs, policies and procedures aimed at reducing unreasonable product risks and assuring the continued safety and integrity of Hexion products for their intended use. Applies product safety management practices and tools, i.e., hazard communication, hazard reduction and exposure mitigation techniques and concepts to achieve risk reduction goals and objectives.
  • Oversees Hexion’s sustainability and emerging environmental issues areas, including working with subject matter experts, steering teams, and external partners to maintain company leadership and share knowledge with customers and internal audiences. Strategic management for mandatory sustainability reporting.
  • Collaborates with commercial team to share regulatory, scientific, and policy intelligence. Works with appropriate business personnel to ensure that the product safety directives, policies and procedures are implemented in a timely and consistent manner.
  • Reviews incoming or new raw materials for toxicity and health hazards prior to use in Hexion products and where necessary, recommends that alternative materials or ingredients be pursed. Oversees process for registration and other approvals for new chemicals and products.
  • Manages Hexion’s internal governance system and standard development related to regulatory, product safety, sustainability, and hazard communication matters.
  • Recommends, coordinates and controls laboratory testing and analysis (principally toxicological and health effects) to determine potential hazards involved in the use of raw materials or chemicals or, where required by law, for proper evaluation and labeling.
  • Promotes and improves the understanding and cooperation between Product Stewardship, the business teams, and other functional staff departments to maximize efficient use of all resources, information, knowledge, and expertise.

Knowledge and Skills

Education :

  • Advanced technical degree in appropriate physical science (i.e., chemistry, chemical engineering, industrial hygiene, toxicology, etc.) or equivalent experience in applicable field (i.e., risk assessment, legal, public policy)
  • Experience :

  • 12 years’ experience in the chemical industry or related to environmental policy required.
  • Experience with national, international, and state trade associations, including those focuses on chemical, manufacturing, and wood products sectors, and chambers of commerce would be preferred.
  • Leadership :

  • Must be able to demonstrate successful thought leadership and delivery of results in the areas of public policy priorities, including chemical regulatory matters, risk assessment, occupational standards, incentives, and other governmental recognition.
  • Experienced in developing coalitions in support for policy reform.
