Minimum Qualifications
Your resume must demonstrate the following education and/or specialized experience as outlined below for the grade level(s) you are applying to. Any specialized experience must be equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the tasks as identified:
GS-07: One (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Create reports using an automated financial data system; research and track financial obligations; audit financial records for proper allocation; analyze, reconcile discrepancies and recommend solutions to improve financial procedures. Or one (1) full year (18 semester hours) of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Or completion of a Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following: (1) Graduated with at least an overall GPA of 2.95, (2) Graduated with at least a 3.45 GPA in my major or during the last two years of college; (3) Graduated in the top third of my class; or (4) Be a member of a national scholastic honor society recognized by the Association of College Honor Societies. Or a combination of education and experience that when combined fully meet the minimum qualifications for this position.
GS-09: One (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provide financial management advice and assistance to staff on department budgets, program budgets, allowances in financial systems, and requests for funds analysis; monitors and tracks expenditures. Or completion of two (2) full years of progressively higher level graduate education or possess a master`s or equivalent graduate degree (such as an LL.B. or J.D.). Or a combination of education and experience that when combined fully meet the minimum qualifications for this position.
GS-11: One (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Formulating budget estimates; presenting budget plans; analyzing approved budget plans; maintaining effective fund control policies and procedures; providing financial management advice and assistance to staff on department budgets, program budgets, allowances in financial systems, and requests for funds analysis. Or completion of a Ph. D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. Or a combination of education and experience that when combined fully meet the minimum qualifications for this position.

- Plans and reviews funds requirements to support plans and operating programs
- Monitors and tracks obligations and expenditures and ensures they are within the annual spending plan and regulatory controls
