Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality, Quality, Safety, and Oversight Group (QSOG).

As a Statistician, GS-1530-13, you will evaluate HHS program data, conduct and evaluate data surveys, and perform statistical studies on prices, utilization, and costs related to healthcare.

Duties

  • Conducts research and statistical studies or projects related to statistical computation in the preparation of health cost estimates, human/health services programs, and/or pharmaceutical and medical disease research.
  • Plans and carries out quality control programs and selects appropriate statistical methods for use in quality control analysis to ensure the reliability and consistency of the data while measuring data limitations.
  • Advises management on the selection of an appropriate study design, on statistical analysis, and in interpretation of study results.
  • Serves as a technical expert with respect to all phases of statistical interpretation. Provides technical advice to peers and senior managers within and outside of organization on statistical methods.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing technical advice and consultation on a variety of problems involving the application of statistical methods; (2) Evaluate and develop statistical studies for quality and improvement; AND (3) Plan, direct, or coordinate statistical research projects and make authoritative and final decisions requiring considerable technical and administrative judgment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

  • Degree that includes 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  • Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Workplace Flexibility at CMS: This position has a regular and recurring reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
