Duties

The primary purpose of this position is to serve as a Management Analyst, to identify, analyze and/or evaluate programs, operations or the productivity and efficiency of operational programs and propose strategic solutions to optimize efficiency and effectiveness. The incumbent in this position researches and investigates new or improved business practices, complex ongoing and projected programmatic activities, and Presidential and agency directives for application to the assigned division's programs or operations

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

GS-09 Specialized Experience

You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing at least three (3) of the statements listed below:

  • Providing administrative support, including managing executive calendars, coordinating travel arrangements, facilitating meetings, and advising on administrative policies or procedures.
  • Compiling information from multiple sources to be used in documentation for management.
  • Developing tracking systems for resource requirements and supporting procedural guidance for staff.
  • Collaborating with team members and external stakeholders to achieve project objectives.
  • Preparing clear and concise reports

OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level.

GS-11 Specialized Experience

You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing at least three (3) of the statements listed below:

  • Reviewing organizational procedures or functions to identify areas for improvement.
  • Planning or conducting studies that analyze data, identify organizational challenges, and recommend actionable improvements to enhance program efficiency and effectiveness.
  • Planning and implementing initiatives, coordinating cross-functional teams, or tracking project progress to align with organizational goals and priorities.
  • Preparing detailed reports to present findings from analysis to managers.
  • Communicating with internal or external stakeholders to ensure collaboration and execution of projects or other program activities.

OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or a combination of the required experience and education for this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
