Job Description

This position is located in the Nursing Administration Section of Honokaa Hospital, a Critical Access Hospital on the island of Hawaii and is part of the East Hawaii Region, Hawaii Health Systems Corporation, which includes Hilo Benioff Medical Center and Kau Hospital.

The Registered Professional Nurse IV - Assistant Nurse Manager is responsible for assisting the Director of Nursing in coordinating and supervising the Honokaa Hospital nursing department and managing the daily operations of the unit by fulfilling the technical and clinical functions, requirements, skills and competencies of the staff. Also, services as a resource in all clinical matters and performs other duties as assigned. The individual must demonstrate knowledge of the principles of growth and development over the life span and possess the ability to assess data reflective of the patient’s status and interpret the appropriate information needed to identify each patient’s requirements relative to his or her age specific needs, and to provide the care needed by the infant (0-1 year); pediatric 2-10 years); adolescent (11-18 years); adult (19-64 years) and to geriatric (65years plus) patient groups.

DUTIES & RESPONSIBILITIES:

Supervision and Coordination

Assists with the coordination and supervision of the daily operations of the nursing unit; may perform daily assignments and activities of nursing and clerical staff.

Develops work schedules for nursing staff to meet operational needs in conjunction with contractual requirements. Communicates schedule, and changes/revisions as appropriate.

Ensures schedule, and daily staffing supports clinical needs of the department.

Assures that operational decisions are made based on sound judgment and are compliant with all regulatory requirements, e.g., CMS, OSHA, etc., under the direction of the Director of Nursing.

Provides input into recruitment, and hiring of staff.

Ensures orientation, and competency assessment of all clinical and support staff including temporary staff are completed per regulatory requirements.

May perform evaluations as delegated by the Nurse Manager. Supervises and counsels’ staff as necessary. Collaborates with Director of Nursing to implement improvement plans and monitors the progress of staff.

Conducts competency assessments for staff as delegated by Director of Nursing. Ensures that staff are recognized for maintaining standards of care, and for exemplary performance. Identifies staff development needs, and implements measures to address needs.

Provides input to operational and capital budgets.

Monitors revenue, expenses, and productivity to provide care in a cost-effective manner.

Provides input to the Director of Nursing so that operational decisions are based on sound financial principles and validated data.

Monitor patient/resident criteria for proper level of care

Perform review of medical records to ensure that the services provided are appropriate for the diagnosis and the treatment plans are documented in the medical record.

Maintains liaison, including professional consultation and dissemination of information with patients/residents and their families.

Communicate with insurance carriers regarding authorizations and clinical reviews.

Management of Nursing Care

Serve as a subject matter expert and role model in matters pertaining to nursing skills and procedures; teaching skills and equipment; and other clinical and non-clinical areas of expertise.

May function as the charge nursed of assigned shift.

Monitors deviations from established standard and takes appropriate action, to ensure quality of care.

Assess pertinent management, quality and financial reports to evaluate quality of patient care in the Nursing Department.

Completes ongoing environmental needs assessments for both personnel and patients, and addresses issues identified.

Ensures that practices, policies and operations of the CAH/ED and LTC units are current with latest trends, research findings and benchmarks in nursing. This is done through keeping abreast of trends in clinical practice and nursing management.

Assess educational needs of the Nursing Department staff. Coordinates educational programs and develops plans to address needs.

Encouraging and assisting clinical staff to try new strategies, techniques, equipment and materials by arranging a variety of development activities such as conferences and seminars.

Conduct surveillance activities relating to Infection Control.

Participate in discharge planning efforts.

Communication/Customer Service

Promotes nursing and organizational goals, initiatives and changes in a positive, pro-active manner.

Provides leadership, guidance and directions in implementing hospital guidelines for customer service.

Maintains a line of positive communication, promotes teamwork by promoting professional collaboration at all levels.

Serves as a role model by displaying, maintaining, and encouraging behavior, which promotes positive, professional customer relations with patients, visitors, physicians and co-workers.

Work with pharmacies, hospice, and other contracted providers to ensure optimal patient care is provided.

EDUCATION, EXPERIENCE, CERTIFICATION & LICENSURE:

Education: Graduation from an accredited school of Nursing as demonstrated through the possession of a license to practice as a professional nurse in the State of Hawaii.

Evidence of the appropriate training (e.g. official transcript of diploma) should be submitted with the application to be given credit for education. A legible photocopy will be accepted. However, we reserve the right to request an official copy.

Experience: One and one-half (1½) years of professional nursing experience.

Possession of a master’s degree from an accredited college or university school of nursing may be substituted for one year of nursing experience.

Supervisory Aptitude: The demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory or administrative capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

Certification: BLS certification required within one (1) month of appointment.

Licensure: License to practice as a registered nurse in the State of Hawaii.

Pre-Employment Health Requirements

Offers of employment will be contingent on successfully passing a pre-employment examination, which includes a drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.
