Duties Summary :
Performs moderately difficult work of a technical nature in the analysis, evaluation, and development of systems and procedures for information technology (IT) services prepares reports of findings and recommendations; and performs other duties as required.
Job Duties :
- Provide expertise in hardware, software and data transmission facilities necessary for the establishment and proper function of application systems and networks within the region.
- Conducts day-to-day management of networks, interfaces, communications systems and application processes.
- Manages the implementation of hardware and software changes, installations and deletions; keeps a log of all changes; coordinates with development and technical documentation to ensure that the necessary controls and documentation are completed before altering any part of the computer system.
- Develop training materials and coordinate training users in network and software applications.
- Provides support to end users and clinical specialists in the operation and management of systems and devices in the region at facilities, facility clinics and affiliated clinics.
- Assist in the establishment and development of personal computers, network and communications policies, procedure standards, security procedures and guidelines for design.
- Plans and develops procedures for the backup / recovery and security of communication systems and networks.
- Develop and evaluate bid specifications for communications PC, peripheral and network hardware and software.
- Analyze user needs and develop detailed specifications and write custom applications using the most efficient database language.
Education Requirement :
Bachelor’s degree from an accredited four (4) year college or university.
Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Specialized Experience : Progressively responsible work experience in information technology which involved the systems analysis, design, programming, security and access management, database design and management, consulting, and / or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment. The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and / or mainframe operating systems.
