HIAS seeks an experienced proposal writer to assist our team in leading, preparing, coordinating and directly writing high-quality competitive proposals for the US Government, focused on responding to Notice of Funding Opportunities (NOFOs) from the Bureau of Population, Refugees and Migration (PRM). The consultant will draft the full narrative and work closely with HIAS’ Institutional Development (ID) team and other internal teams to inform the budget and annexes. The consultant will help ensure that the proposal submitted by HIAS is highly competitive and responsive to donor guidelines and priorities. The consultant will report directly to the Chief External Relations Officer (CERO). Responsibilities will include the following :
OBJECTIVES & DELIVERABLES :
- Lead drafting and editing of a competitive and high-quality country-level PRM proposal in close coordination with HIAS’ ID team.
- Collaborate closely with the HIAS country office, technical teams and monitoring and evaluation team to ensure the proposal draft reflects the proposal design, drawing on technical and programmatic expertise in the country office, region, and HQ.
- Draw on primary and secondary data to develop the Gap Analysis section of the proposal; work closely with the country office to utilize needs assessment findings as available.
- Support HIAS country office, technical team and monitoring and evaluation team to develop proposal logframe, including PRM required, recommended and custom indicators.
- Support coordination with HIAS CO and relevant HQ staff, including (i) HIAS’ Risk Management team to develop the risk assessment and (ii) Budget and Fiscal Compliance staff to ensure budget is comprehensive, has programmatic input, and is aligned with the narrative. Work with ID to edit and finalize annexes including safeguarding plan, security plan and indicator table.
- Cross-reference proposal narrative, indicator table and budget to ensure alignment and harmonization.
- Adhere to the agreed-upon proposal writing schedule in close coordination with ID.
- Ensure proposals meet all donor requirements and align with donor guidelines and priorities as listed in the NOFO.
- Coordinate across finance teams and report to the CERO to ensure correct prioritization.
