POSITION SUMMARY :

HIAS seeks a United States Refugee Admissions Program (USRAP) Operations Advisor to support the Assurances team within the Department of State's Bureau of Population, Refugees and Migration (PRM) Refugee Processing Center (RPC). The USRAP Operations Advisor, Assurances will work with the overseas Resettlement Support Centers (RSCs) and Department of State to process cases allocated to domestic Resettlement Agencies and will contribute to processing improvement initiatives. The USRAP Operations Advisor, Assurances will coordinate overseas processing of cases ready to be assured and domestic processing of assurances in keeping with Department of State guidelines and priorities. The USRAP Operations Advisor, Assurances will work at the RPC to facilitate strong collaboration between the resettlement agencies (RAs) and the Department of State.

Note, the salary range for this position is $110,000.00-$117,000. This position is for a 1-year contract, with a 5-year contingency pending funding. The funding for this role is currently pending, and we will confirm with candidates before any final steps in the recruitment process.

ESSENTIAL FUNCTIONS :

  • Collaborates with the Refugee Operations (RefOps) Team Leads and the RefOPs Manager and other team members to organize new projects or initiatives, providing input based on operational experience and knowledge.
  • Processes and ingests cases ready to be assured and assured; conducts rigorous quality assurance checks on assurances submitted to the RPC.
  • Builds and manages a series of assurances reports for RSCs and RAs.
  • Oversees the production and reconciliation of overdue assurance reports on a monthly basis.
  • Collaborates with PRM to make relevant policy and process updates to the Allocations and Assurances Handbook on a monthly basis.
  • Serves as a liaison between the RPC and the Resettlement Agencies by participating in regular meetings with Resettlement Agency pre-arrival and processing staff.
  • Identifies change management needs, software enhancements, and backlog prioritizations by conducting regular coordination and feedback with PRM and RAs.
  • Discusses USRAP processing issues with multiple stakeholders and provide recommendations for product backlogs and issue resolution.
  • Supports the collection and reporting of requirements-related metrics.
  • Maintains knowledge of relevant RPC technology.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS :

  • Undergraduate degree from an accredited university or equivalent experience required.
  • At least five years of relevant experience in similar work.
  • Knowledge of the USRAP required and experience working at a national Resettlement Agency or local resettlement affiliate agency preferred.
  • Familiarity with ServiceNow and Agile preferred.
  • Excellent written and verbal communication skills required; ability to translate complex information into digestible information.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to multitask and prioritize efficiently.
  • Must be a U.S. citizen and eligible to obtain and maintain a Secret level security clearance.
  • Travel, to include travel to insecure operating environments, may be required.
