TITLE: Program Manager
PROGRAM: Housing Services
JOB SUMMARY: Manages and coordinates the daily operations of assigned office locations and programs. Has a direct responsibility for managing employee performance to ensure optimal functioning and the highest level of client care outcomes in day-to-day operations. Works collaboratively with the Leadership Team to achieve organizational strategic goals.
JOB RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:
1. Work collaboratively to coordinate staffing level needs with other leadership team members to ensure appropriate staff levels are in place and specific certifications are maintained for each program area.
2. Provide staff reviews while offering the guidance, direction, leadership, and support necessary to help them achieve their goals, ensuring they have the skills and competencies required to effectively support clients served in housing
3. This role involves interfacing clients to develop and support individualized housing goals, providing guidance and intervention during crises, and ensuring adherence to program agreements
4. Knowledge of all office functions for training and coverage.
5. Supervise staff in assigned locations.
6. In coordination with the Program Director, address and resolve staff and client complaints or concerns in a timely and effective manner
7. Represent HVMHC (Mission, Vision, and Values) when participating in various county & community committees, meetings, and/or events.
8. As needed, provide coverage for the department to meet the needs of clients and staff.
9. Assists the Program Director in the formulation, evaluation and installation of policies and procedures for the program to ensure compliance with regulatory standards and quality standard of care.
DEPARTMENT SPECIFIC RESPONSIBILITIES:
1. Acts as part of an interview team for candidates for professional and support staff positions
2. Is knowledgeable in all support roles of the department and can fill in roles as needed to ensure essential client needs are met.
3. Coordinates monthly support staffing scheduling to ensure appropriate staff levels are in place for each location.
4. Attend team meetings as required. Maintain adherence to and be compliant with HIPAA standards and policies and procedures of the agency.
5. Maintain office setting(s) by performing routine activities including but not limited to cleaning, ordering supplies, and supporting Housing Support Rate 1 ordering and inquiries.
6. Acts in the Housing Services Director’s absence.
7. Collaborate on screening and new admissions of housing services.
PHYSICAL REQUIREMENTS FOR POSITION: Must be able to move around the office daily. While performing the duties of this job, the employee must communicate with others and exchange information. Must be able to tolerate prolonged periods of sitting. Employees regularly operate computers and other office equipment daily. Occasional bending and lifting office materials up to 30 lbs.
NON-ESSENTIAL FUNCTIONS: Perform other duties as assigned by the Director.

JOB QUALIFICATIONS AND REQUIREMENTS:
1. Education: Minimum of a bachelor’s degree in a mental health or human services related field.
2. Ability to work independently with minimal supervision.
3. Ability to work with diverse populations.
4. Good organizational skills and attention to detail.
5. Must be able to maintain confidentiality.
6. Previous background in health care field preferred.
7. Must possess a valid driver’s license and a willingness to travel as needed to client or organization locations throughout SE MN.
