JOB SUMMARY:
Under general direction, this position will develop, implement, review, and enforce policies and procedures that keep the organization operating in a legal and ethical manner. The Compliance Manager ensures that the organization complies with its outside regulations, as well as its own policies. They are responsible for researching and understanding the laws and regulations that apply to their organization's industry, and for ensuring that the organization remains compliant. Must be able to solve problems daily and possess excellent attention to detail, analytical, and multi-tasking skills. The Compliance Manager reports directly to the Executive Director or Designee.
ESSENTIAL JOB FUNCTIONS:
1. Responsible for continuously monitoring compliance and proactively identifying possible weaknesses or risks and provide recommendations to mitigate those risks.
2. Design and monitor control systems and regularly assess the efficiency of control systems and recommend effective improvements
3. Develop, implement, and review organization internal policies and procedures and make changes as necessary.
4. Ensure operation and procedures comply with legal regulations and internal policies.
5. Monitor internal policies and bylaws.
6. Addressing concerns and finding solutions to regulatory risks or misconduct.
7. Ensuring that the organization stays abreast of regulatory standards and that processes are fully implemented
8. Performs periodic internal audits on the organization procedures and processes.
9. Conduct compliance audits on utility relocation agreements, consulting service agreements, and construction contracts.
10. Prepare and submit annual reports required by the Texas Transportation Commission, Texas Comptroller of Public Accounts, and U.S. Dept of Commerce.
11. Ensures compliance with bond issuance post-compliance, project-development agreement, advance funding agreement, pass-through agreements, and loan agreements.
12. Serves as a point of contact for all external financial and compliance audits.
13. Monitor the Authority’s compliance with bond covenants within the Bond Resolution.
14. Reviews and substantiate costs for reimbursement agreements to ensure proper documentation of expenses.
15. Coordinate with the consultant to prepare arbitrage calculations and ensure compliance with EMMA reporting.
16. Serves as coordinator and ensures compliance with Title VI and ADA regulations.
ADDITIONAL DUTIES:
The work schedule may include working evening and/or weekend hours.
MININUM JOB REQUIREMENTS:
1. Bachelor’s Degree from an accredited college or university in Accounting, Finance or in a related field.
2. Must be a Certified Public Accountant (CPA), Certified Internal Auditor (CIA) or Certified Compliance & Ethics Professional (CCEP).
3. Seven (7) years of compliance or audit experience in a local or state government field including three (3) years of management responsibility.
4. Must possess a valid Class “C” Texas Driver’s License or obtain a valid Class “C” Texas Driver’s License within thirty (30) days after becoming a resident of the State of Texas.

Pay: $90,000.00 - $110,000.00 per year
