Part-Time County Attorney Position
In Highland County, Virginia.
This is a part-time position that reports to the Highland County Board of Supervisors.
Requirements
- Virginia Bar License: Must hold a current Virginia Bar license.
- Local Government Experience: Five (5) or more years of experience in local government law is required.
- Writing Skills: Strong writing and demonstrated ability to write in plain and simple English is essential.
- Zoning Experience: Prior experience in zoning matters is a plus.
- Complex Issue Explanation: Ability to understand complex legal issues and write memoranda explaining those issues to non-attorneys.
- Error Impact: The impact of errors is extremely serious and affects the entire organization and the general public.
- Criminal Background Check: The successful candidate must pass pre-employment criminal and credit background checks.
About Highland County
Highland County, known as Virginia's Switzerland, is located in the Allegheny Mountains on the western border between Virginia and West Virginia. It is a remote, rural, and mountainous area with a population of approximately 2,300 people spread over 460 square miles of mountains and valleys.
The Town of Monterey is the only incorporated town in the County. There are no cities. The primary employer is the Highland County School System. Farms producing sheep and cattle and supporting the poultry industry are prevalent. Highland also has an older population and lots of second homes are located here.
Duties and Responsibilities
- Advise the County Board of Supervisors on various matters, including solid waste removal, budgetary matters, and others.
- Advise constitutional officers on County Ordinances and other assorted matters.
- Advise the Building and Zoning Administrator, the Planning Commission, and the Board of Zoning Appeals on matters of law and the Highland County Zoning Ordinance.
- Write County policies, Ordinances, easements, deeds, leases, and legal memoranda.
- Review contracts submitted to the County and Constitutional Officers and write reports related to that review.
- Attend monthly meetings of the Board of Supervisors at 7:30 p.m. on the first Tuesday of each month.
- Attend work sessions of the Board of Supervisors at 7:30 p.m. on the third Wednesday of every month.
- Attend Planning Commission meetings at 7:30 p.m. on the fourth Thursday of every month and attend Board of Zoning Appeals meetings as scheduled by the Zoning Administrator.
- Attend other meetings as requested by the Board of Supervisors and others.
- Negotiate leases, contracts, deeds, and easements on behalf of the County.
- Represent the County in General District Court, Circuit Court, the Virginia Court of Appeals, and the Virginia Supreme Court as necessary.
- Collect and sue for delinquent Enterprise Fees and delinquent EMS fees.
- Advise the County Registrar on voting matters as needed.
- Sell delinquent tax properties.
