What are the responsibilities and job description for the Water Meter Reader position at HIGHLAND SEWER & WATER AUTHORITY - JOHNSTOWN, PA?
ESSENTIAL FUNCTIONS:
- Primary function requires reading meters by walking the system. Also requires computer skills to perform radio meter reads. Also consists of maintenance and repairs on the water distribution and sewer collection systems. Applicant must be mechanically inclined and experienced with the use of miscellaneous hand tools and power equipment.
DUTIES:
- Accurately read meters.
- Removal of meters for repairs / setting meters for new service.
- Use of computer for logging and diagnosing meter issues.
- Non-payment service shutoff and reconnections of service.
- Work productively and efficiently without taking shortcuts.
- Repair leaks on mains and services.
- Install new/replacement services and mains.
- Pressure testing mains and vacuum testing manholes.
- Set up traffic control devices & flag traffic.
- Replace concrete, blacktop, topsoil and other restoration tasks.
- Use of computers and tablets for accessing GIS maps, documenting completed maintenance & completing daily time sheets.
- Read PA One Call tickets and mark out utilities.
- Be available for 24/7 callout rotations for emergency work.
- Perform any and all other appropriate functions as required.
EDUCATION/EXPERIENCE REQUIREMENTS:
- Valid driver’s license along with a good driving record.
- Highschool Diploma or GED
- Must be able to maintain a DOT physical.
- Knowledge of trench safety and ability to work within trench shoring.
- Experience working within confined spaces.
- Previous experience of operating dump trucks and equipment is a plus.
- DEP Class E water and/or sewer operators’ certificate is also a plus.
ADDITIONAL REQUIREMENTS:
- Requires a variety of physical activities including, but not limited to climbing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, standing and walking to read water meters, perform water main repairs, blacktop and concrete work. Speaking, hearing, reading and writing are necessary to communicate with other employees, document daily activity, and fill out time sheets. Minimum normal vision is required to perform all aspects of job.
- Requires the ability to learn related steps and processes.
- Individuals must be able to work with limited supervision and also under the direct supervision of a supervisor.
PHYSICAL EFFORT:
- Job requires the ability to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
WORKING CONDITIONS AND ENVIRONMENT:
- Job requires exposure to outside environmental conditions such as extreme heat and cold, work during inclement weather, along with proximity to moving mechanical parts, vibration, noise, fumes, odors, dusts, and gases. Sometimes requires use of a respirator or other breathing apparatus. Could require the use of hardhat, gloves, eye protection, & ear protection.
