GENERAL DESCRIPTION:

Advanced professional and technical work in the field of Civil Engineering. The position involves the preparation and/or review of plans, designs and specifications for public works projects. Area of practice will be specialized in transportation and traffic measures with occasional surveying, rights-of-way, and other general civil engineering components. Assists in project development, permitting, design, and funding applications for various transportation related projects.

ESSENTIAL JOB FUNCTIONS:

The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.
•Develops and reviews plans.
•Coordinates, directs or otherwise exercises general supervision over employees in the Engineering Department with the ability to assist the Assistant County Engineer - Stormwater.
•Studies departmental organization, personnel distribution, and project requirements and recommends the most efficient and cost-effective procedures.
•Assists in the development of programs, practices, and procedures for implementation in the Engineering Department.
•Conducts research and attends meetings and conferences to discuss work problems and formulates recommendations for policy changes, safety matters, etc.
•Assists in the collection and verification of data required for accurate budget preparation and forecast for several individual units of the Engineering Department.
•Assembles and verifies information required by the County Engineer in order to make accurate and timely procedural and operational recommendations to the Board of County Commissioners.
•Attends Commission and other meetings in the County Engineer's absence.
•Direct supervisory authority and responsibility for the operations and personnel of the County Engineering Department.
•Maintain a professional and safe unit and work area adhering to established safety policies and the image desired for the organization.
•Consistently follows Board policies and procedures.
•Responds productively to change and performs all other related tasks as directed.
•Provides assistance and guidance with various grant applications.
•Knows the specifics of each project to properly give direction to project managers.

KNOWLEDGE, SKILLS AND ABILITIES:

•Considerable knowledge of modern techniques, methods, procedures, and practices of public works engineering.
•Skill in inspecting public works programs and activities.
•Skill in the preparation of written technical reports, estimates, construction, and other cost records.
•Skill in establishing and maintaining effective working relationships with superior and subordinate officials and the general public.
•Ability to plan, direct or supervise when appropriate.
•Ability to assist in the assignment, instruction, review, and evaluation of work assignments.
•Ability to assume responsibility for the operations of the County Engineer Department in the absence of the County Engineer
•Ability to maintain effective working relationships with co-workers, managers, supervisors, directors, elected officials, vendors, and the general public.

PHYSICAL SKILLS:

The person in this position: Must be able to remain in a stationary position for 50% of the time. Must be able to frequently position self to reach files and other office items located on low shelves or the floor. Must be able to inspect and assess daily email and postal mail correspondence. Frequently communicates with the public, vendors, co-workers, managers, directors, Administration, and the Board of County Commissioners. Must be able to exchange accurate information in these situations. Frequently operates various types of office equipment to include, but not limited to a computer and copy machine. Occasionally ascends/descends stairs. Rarely moves materials and office equipment weighing up to 30 lbs. Constantly works in indoor and outdoor environments. Rarely works in inclement outdoor weather conditions. Rarely operates motor vehicle for up to four (4) hours continuously or intermittently.

 MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE:

Bachelor's degree from an accredited college or university in Civil Engineering and a minimum of ten (10) years of experience in Public Works Engineering. Experience in transportation and traffic preferred.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

Must possess and maintain a valid Florida Driver's license. Must be a Professional Engineer in the State of Florida.

OTHER JOB-RELATED REQUIREMENTS:

Disaster Essential. Must be able to work in the Emergency Operations Center during a hurricane.
