The Highlands Recreation District operates under the Community Services District law pursuant to the government code 61000 et seq for the purpose of providing recreational services within the special district for its community. Services are provided under the leadership and direction of the General Manager and the elected Board of Directors. The Highlands Recreation District maintains facilities including the Recreation Center, Early Education Center, After School Center, Tennis Courts, Sports Court, Aquatics Center, and Playgrounds in addition to a variety of programs, services, and annual special events.
