The Highlands Recreation District operates under the Community Services District law pursuant to the government code 61000 et seq for the purpose of providing recreational services within the district. Services are provided under the leadership and direction of an elected Board of Directors. The Highlands Recreation District maintains facilities including the Recreation Center, Early Education Center, After School Center, Tennis Courts, Aquatics Center, and Playgrounds in addition to a variety of programs, services, and annual special events.

Job Summary
The Coordinator (Programs) is responsible for aquatic-based programs, organizes regular staff training, and conducts in- service training to maintain high safety and program quality standards. This position ensures a safe and effective aquatic environment by supervising instructors and coordinating groups, swimming teams, and private lessons. Weekly responsibilities are divided into approximately 20 hours of direct service and 20 hours dedicated to administrative tasks or special projects.
Essential Functions and Tasks
- Train, schedule, and assist with the supervision of swim instructors, lifeguards, and swim coach. Provide coverage for staff during operating hours and offer regular coaching and feedback to support staff development, addressing areas for improvement promptly as needed. Lead in-service training monthly and teach certification courses quarterly.
- Ensure that all staff certifications and work permits are valid, current, and accurately tracked.
- Maintain updated certification, swim lesson teaching materials, and supplies for programs.
- Plans, organizes, schedules, supervises, coordinates, reviews, and evaluates all swim programs, including group, private lessons, swim team programs.
- Develop a positive swimming, learning, and competitive environment; to teach the fundamentals and progression of swimming skills to meet the needs of the community.
- Review swimming lesson rosters to ensure accurate data entry and revenue in the registration management system and assist in maintaining records and reports.
- Plan and adjust group swim lessons, schedules, transfers between classes, and create program entries as needed.
- Develop and maintain collaborative relationships with the community, participants, rentals, and other departments as appropriate.
- Teach group and private lessons from inside the water on a weekly basis.
- Assist with overseeing daily operations, including recreational swimming, pool deck activities, swim practices, lap swimming, and recreational swimming.
- Assist in maintaining safety and emergency policies and procedures which adhere to State, County, and industry standards in collaboration with the Aquatics Supervisor.
- Assist the Aquatic Supervisor with pool maintenance and the operation of chemical and pump room systems to ensure proper pool function.
- Assist in maintaining records related to safety inspections, water chemistry, staff training, certifications, and maintenance.
- Assist in coverage of Lifeguard Shifts.
- Assist with special events in the pool area, including setup, cleanup, and breakdown.
- Perform additional duties as assigned.

- Demonstrate clear and concise communication, both verbally and in writing, with community members, vendors, and Highlands Recreation District teams.
- Ability to learn and implement emergency assistance according to the Highlands Recreation District-wide EAP.
- Ability to learn and implement adaptive teaching methods.
- Demonstrate the ability to analyze and interpret accounting data, prepare clear and accurate financial reports, and develop solutions to complex financial problems.
- Demonstrate understanding of aquatic rules, regulations, policies, and principles, for the Aquatic area Emergency Action Plan.
- General knowledge of pool chemistry standards and local pool codes to ensure safe work practices and adherence to chemical regulations.
- Basic proficiency with computer applications, including Microsoft Outlook, Word, Excel, and Google Drive.
Required Qualifications
- High school diploma or equivalent.
- Must be at least 18 years old.
- Two years of progressive experience working in aquatics programs and facility management.
- Demonstrated supervisory or management experience, including selecting, training, coordinating, evaluating, and supervising staff.
- Current American Red Cross Lifeguard certification, 1 year of experience.
- American Red Cross Title 22 Certification for Public Safety Personnel, or within the first 90 days of employment.
- Current American Red Cross Water Safety Instructor certification or within the first six months of employment.
- Availability to work mornings, afternoons, evenings, and weekends.
Preferred Qualifications
- Associate or advanced college degree or combination of education and experience.
- Three years of progressive experience working in aquatics programs, facility management, and staff supervision.
- Current American Red Cross Lifeguard Instructor certification
- Swim Team - USA Swimming and or ASCA Swim Coach Background
- Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) certification
- Special Needs Certification - Swim Angel Fish Knowledge
- Bilingual
Physical Demands and Work Environment
The position works in both indoor and outdoor environments, subject to severe hot, cold, and inclement weather. The physical demands of this position are described below.
- Sitting, walking, swimming, submersion under water, twisting, bending, climbing, pulling, pushing, squatting, crawling, kneeling, balancing, reaching, and coordination (eye, hand, foot).
- Fall (slip, trip) Conditions that result in falls (impacts) from height or traditional walking and playing surfaces.
- Heat illness or temperature extremes that result in heat stress, exhaustion, or metabolic slowdown, such as hypothermia.
- Chemical exposure – absorption through the skin, inhalation, or ingestion through the bloodstream, which may cause illness, disease, or death.
- Lifting and carrying, often 10-25lbs, frequently 26-50lbs, occasionally 50-150 lbs.
- Hearing and speaking to exchange information in person or on the telephone.
Minimum Hourly Salary: $26.00 - Maximum Hourly Salary: $33.50
- This position is non-exempt from the provisions of Section 1 of the California Industrial Welfare Commission Orders.
- In general, the position operates on a schedule based on business needs and may require working early mornings, evenings, and weekends.
- May work up to, but not more than, 40 hours per week across all concurrent positions.

Required Staff Training
Prior to and during the hiring process, all employees are required to complete compliance online training sessions through Paylocity. Employees will be enrolled in the training soon after their appointment is processed and will be notified via email from the HR department.

Employees are required to undergo and complete a successful background check that includes verification of employment and education, as well as a check of criminal records for employment.
