Position Overview:
The Manager of Public Affairs and Grants will play a pivotal role in advancing Highline’s strategic growth objectives by cultivating relationships with state and local officials, influencing policy developments, and leading grant acquisition efforts. This individual will oversee government relations activities, ensuring alignment with Highline’s overall business strategy and operational goals.
THIS POSITION WILL REPORT TO OUR WEST POINT, GA OFFICES. THIS IS NOT A REMOTE POSITION.
Key Responsibilities:
- Develop and leverage relationships with state and local decision-makers to identify and create business opportunities aligned with Highline’s strategic growth initiatives.
- Influence and shape Request for Proposal (RFP) processes, especially in the pre-application stages, ensuring alignment with Highline’s business objectives and maximizing competitiveness.
- Build and maintain local partnerships and robust community engagement strategies critical for successful grant acquisition and implementation.
- Lead and manage the grant application logistics internally, collaborating with relevant stakeholders to ensure submissions are accurate, compliant, and timely.
- Oversee the creation and submission of grant narratives and ensure full compliance with all state and federal guidelines and requirements.
- Project manage and coordinate cross-functional teams to gather and organize all necessary information and documentation required for grant submissions.
- Serve as Highline’s primary liaison and spokesperson for interactions with state and local elected and appointed officials, particularly concerning grant development and operational matters.
- Proactively monitor and analyze legislative activities across relevant states, identifying potential impacts on Highline’s business and engaging in mitigation efforts as necessary.
- Foster and sustain relationships with key external stakeholders, including government representatives, trade associations, third-party organizations, and community groups to support Highline’s business interests and objectives.
- Monitor federal and state trade group government affairs activities, actively engaging when necessary to foster a supportive regulatory environment within Highline’s markets and territories.
- Collaborate closely with internal teams to analyze and communicate the business implications of emerging state and federal grant opportunities and regulatory changes that may impact operations, compliance, or the ability to fulfill grant-related obligations.
Qualifications:
- Bachelor’s degree in Public Policy, Government Relations, Business, or a related field; advanced degree preferred.
- 5 years of progressive experience in government relations, public affairs, or related roles.
- Demonstrated success in grant management and acquisition, particularly with state and federal programs.
- Strong understanding of regulatory environments and legislative processes impacting the telecommunications sector.
- Exceptional interpersonal, communication, and relationship-building skills.
- Proven ability to navigate complex stakeholder landscapes and influence policy decisions effectively.

Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
