About Highline

Highline is a leading internet service provider operating as a mix of Incumbent Local Exchange Carriers (ILECs) across five states and non-regulated entities delivering high-speed broadband solutions. As we continue to expand, we are seeking a Vice President of Compliance to lead and oversee all regulatory, financial, and operational compliance functions.

Position Overview

The Vice President of Compliance will be responsible for ensuring Highline meets all federal, state, and local regulatory requirements, overseeing grant compliance, managing tax obligations, and ensuring adherence to debt covenants. This role requires a detail-oriented leader with a strong understanding of telecommunications regulations, financial reporting, and risk management.

Key Responsibilities

  • Regulatory Compliance: Ensure compliance with FCC, state public utility commissions, and other regulatory bodies. Prepare and submit all required federal and state filings.
  • Grant Compliance: Oversee adherence to federal and state broadband grant requirements, including BEAD, RDOF, and other funding programs. Maintain accurate reporting and documentation to ensure continued funding.
  • Tax & Financial Compliance: Ensure timely and accurate tax filings (including telecom-specific taxes, USF contributions, and state/local requirements). Work with finance and legal teams to maintain compliance with tax laws.
  • Debt Covenants & Financial Agreements: Monitor and ensure compliance with lender requirements, including financial reporting, ratio requirements, and other obligations.
  • Cross-Functional Collaboration: Work closely with finance, legal, operations, engineering teams, and third-party vendors to ensure compliance across all business activities.
  • Industry Engagement: Stay current with evolving telecommunications regulations, tax laws, and grant programs, providing strategic guidance to leadership.
  • Manage small team to support you in execution of the work.

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business, Law, or a related field (Master’s or CPA preferred).
  • 7 years of experience in telecom compliance, regulatory affairs, finance, or legal roles.
  • Strong knowledge of FCC regulations, state PUC filings, broadband grant compliance, and telecom taxation.
  • Experience managing financial compliance, debt covenants, and tax reporting.
  • Ability to work in a fast-paced, multi-entity environment and manage multiple priorities.
  • Exceptional analytical, problem-solving, and communication skills.


Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Occasional travel may be required.
  • Must be able to pass pre-employment and drug screen (and Random Selections).
  • Valid Driver’s License is required
