Summary
HII, Mission Technologies is seeking a Budget Analyst to provide contract support to the Department of Navy (DON), Chief Information Office (CIO). The Budget Analyst will generate DOD funding documents, attend budget/ programmatic/execution meetings, and interact with the customer and other stake holders on a regular basis. The ideal applicant will be comfortable collaborating with all levels of personnel regarding updates on various financial tasks.
HII's expertise in wireless communication includes 50 years of performing RF Engineering for DoD, government and commercial agencies in the US and overseas. This expertise expands to analyzing, and formatting spectrum data, including frequency assignment, spectrum certifications, LiDAR, and other geo-referenced data. Our Scientists and Engineers support diverse tasks such as spectrum forensics and deconfliction, testing for coverage amid urban clutter, and antenna site planning. HII's RESED team supports opportunities with projects ranging from supporting international satellite coordination in space to countering IEDs. Our work is increasingly important in a world that depends on well-coordinated, interference-free spectrum access.
Position will require onsite work in Arlington, VA. A SECRET clearance is required.
Essential Job Responsibilities
- Procurement and Acquisition Management - Analyze and evaluate procurement requests for compliance with federal regulations; develop cost estimates and financial implications for proposed acquisitions; Monitor and track procurement activities and spending patterns.
- Government Auditing/Analysis - Conduct detailed financial audits of program expenditures; Prepare comprehensive audit reports and recommendations: Ensure compliance with federal financial regulations and policies.
- Government Contracting - Support contract administration from pre-award through close-out; Monitor contract performance and financial execution; Assist in developing contract modifications and amendments.
- Program and Project Management - Track program budgets and provide regular status updates; Identify and analyze variances between planned and actual expenditures; Support development of program financial strategies
- Business Analysis - Perform cost-benefit analyses for proposed initiatives; Develop financial models and forecasts; Prepare detailed business cases for new projects.
- Budget Execution and Formulation - Manage budget execution activities across multiple programs; Develop and maintain budget forecasts and spending plans; Monitor obligation and expenditure rates.
- Pre-Solicitation and Contract Award - Review and analyze procurement packages; Support development of cost estimates; Assist in evaluation of contractor proposals.
Minimum Qualifications
- 6 years relevant experience with Bachelors in related field; or 4 years relevant experience with Masters in related field.
- Recent DoD and/or government financial management experience.
- Experienced with Planning, Programming, Budgeting, and Execution (PPBE) processes.
- Demonstrated experience with Enterprise Resource Planning (ERP) systems or equivalent.
- Advanced proficiency in Microsoft Office suite.
- Excellent oral and written communication skills.
- Clearance: A SECRET clearance is required.
Preferred Requirements
- Bachelor degree in financial management.
- Experience supporting the Department of Navy financial programs.
- Knowledge of Computerized Optimized Batch Reconciliation System (COBRA), Defense Casualty Analysis System(DCAS Defense), and Planning, Programming, Budgeting & Execution Process (PPBE).
