Introduction
The Texas Workforce Commission (TWC) requires the services of two (2) Java Developer / Programmer Analyst, Level 3, hereafter referred to as Worker(s), who meet the general qualifications of ITSAC Java Developer / Programmer, Level 3 and the specifications outlined in this document for TWC.
Scope / Description of Services
The Worker(s) will provide the following services :
Perform advanced automated systems development work in support of Applications Solutions systems. Responsible for activities during all phases of the system development life cycle including analyzing, diagnosing and resolving software, data, hardware and reporting problems and troubleshooting system issues for internal and external clients. Develops and tests Java Applications that meet design specifications, including accessibility and usability requirements. Documents current processes, reviews written specification additions / modifications and creates test cases for submitted defects involving new and modified program policies. Analyze, design, and develop logical, structured programs and systems appropriate to customer needs which are well-documented programs and that may be maintained by others. Ensure adherence to program documentation and procedural standards, and management goals and objectives.
Performs other duties as assigned to maintain IT operations.

Knowledge of Web API Development, including SOAP, REST, XML, and JSON, REST preferred
Experience with automating identity management services to include user authentication and authorization using an authentication framework, using Azure, Okta, LDAP, Entra
Experience with integrating web services across cloud platforms, Microsoft Azure, Amazon Web Services and PaaS environments
Working knowledge of Service Oriented Architecture (SOA) concepts and technology
MS Azure Cloud technologies – Java on Azure, Azure SQL Server, JBOSS EAP on Azure
Working knowledge of scripting and batch processing in legacy and current technology
Experience with building WCAG compliant web applications
Knowledge of the Software Development Life Cycle (SDLC) principles, practices and techniques of application programming and software design
Ability to accurately test software applications using a data driven development approach
Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer software systems
