The Texas Workforce Commission (TWC) requires the services of one (1) Project Manager, Level 2, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC Project Manager, Level 2, and the specifications outlined in this document for TWC.
The Worker(s) will provide the following services :
Perform project management work as a member of Information Technology (IT) Project Management Office (PMO), overseeing one or more projects concurrently. Work involves coordinating the initiation, planning, scheduling, executing, monitoring, controlling, and closing of assigned IT projects. Follow the project management life cycle (PMLC) including initiating, planning, executing, monitoring and controlling, and closing one or more projects. Follow the agency's Information Technology Handbook, standard operating procedures on the PMLC, review Gates, project management artifacts, and archiving. Manage all aspects of a technology related project. Ensure project tasks and products follow the development process and quality guidelines while meeting both functional and contractual requirements. Apply the software / systems development life cycle (SDLC) including Requirements, Design, Code / Configure, Test (System, User Acceptance, Regression, Round Trip, Smoke), Change Management / Deployment, Warranty period, and Transition to Maintenance. Work with peers from user area and contractor staff to coordinate, plan, assign, supervise, and evaluate the work of the project staff in a matrixed organization structure. Manage deliverable content expectations, review processes, and acceptance criteria. Ensure deliverables meet the agreed upon quality and content. Develop and manage project budgets, schedules, work plans, resource requirements, and cost estimates and projections. Ensure all team members understand the project standards and resolve challenges with the quality of any party's work products. Communicate with the project stakeholders, management, and other relevant parties. Monitor and evaluate third-party vendor and contractor performance. Document detailed system requirements. Work independently with minimal supervision and meet tight deadlines Performs other duties as assigned to maintain operations.
