I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of 1 Software Engineer 3 hereafter referred to as Candidate(s) who meets the general qualifications of Software Engineer 3 Applications / Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission .

The Department of Information Resources (DIR) requires the services of One Developer hereafter referred to as Worker who meets the general qualification of Developer 3 Emerging and the specifications outlined in this document for Health & Human Services Commission Social Services Applications team.

All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include preselection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions which occur during the process of selecting a Worker(s).

• Performs Front End / UI application development enhancement maintenance and support for Social Services User Interface applications.
• Develops software solutions by studying information needs conferring with users and studying systems flow data usage and work processes.
• As a member of the team participate in requirements analysis highlevel and detailed design development testing and deployment of new application components as required.
• Analyze UI framework libraries for configuration & performance tuning opportunities as required.
• Develop enhance and maintain existing and new webbased J2EE / Portal applications within HHSC’s SOA (Service Oriented Architecture) platform using Agile methodologies.
• Create technical and design documentation as required.
• Perform system analysis and problem resolution as required.
• Develop and maintain data and process models as required.
• Employ contemporary testing methods to ensure applications function properly and without error.
• Provide technical support for testing and implementation efforts.
• Participate in program design coding and test walkthrough meetings to provide input regarding technical standards and customer requirements.
• Provide application support (defect repair maintenance and production operations support) for webbased Java applications in an SOA platform. Perform system analysis troubleshooting diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance.
• Other duties as assigned.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Handson experience participating in all phases of the SDLC (Systems Development Life Cycle)

Handson UI development experience implementing Authentication and Authorization Caching strategies

Required

Handson programming experience in following languages : HTML5 JavaScript JQuery AJAX CSS3 Bootstrap SASS Angular Typescript JSON XML ES5 / ES6 NPM Maven and / or other UI frameworks / libraries.

Demonstrable experience developing optimizing and maintaining an enterpriselevel Front End / UI application including complete ownership of the frontend stack (JavaScript / HTML / CSS Angular and / or other UI frameworks).

Experience implementing Clientfacing applications with responsive design and development

Experience implementing SPAs with JS or with libraries / frameworks like Angular

Experience in development of selfcontained reusable and testable modules and components

Strong understanding and experience of fundamental programming concepts of data structures algorithms performance caching and scalability issues in the context of Web based UI applications

Experience in developing and testing application user interface for ADA / Accessibility Compliance

Experience in implementing best practices in the areas of application design performance scalability and maintainability.
