What are the responsibilities and job description for the Construction Purchasing Manager position at Hills Properties?
A Construction Purchasing Manager plays a pivotal role in the success of construction projects by ensuring the timely and cost-effective procurement of materials and equipment. This position demands a keen eye for detail, exceptional negotiation skills, and a deep understanding of the construction industry.
- As directed, take an active role in assisting the Company’s purchasing processes, including product standardization, managing/monitoring national agreements, preparing bid documents, managing databases of products, purchases and vendors
- Support the Vice President of Purchasing as needed in the review, research, data collection and analysis of proposals/contracts, as well as maintaining proper filing of documents
- Summarize data to prepare reports and build comp grids to enhance decision making and business processes related to purchasing
- Conduct ongoing market research on the following: supply chain, product availability, product pricing, vendors, innovative or alternative products, defective products, timely delivery and estimating accuracy for forecasting project needs
- Provides the VP of Purchasing the necessary support to complete all critical tasks that require coordination in a timely and efficient manner
- Manage internal workflows through proactive communication and planning so that all internal resources understand tasks and timeframes; ensure all project deliverables are met on time
- Assist with turnover of project deliverables from the preconstruction team to construction/field-operations team with appropriate handoff meetings and documentation.?
- Assist with the solicitation, review and approval of bids, contracts, scopes of work, submittals, RFI’s, change orders, etc.
- Assist with the administration and management of Procore and other software platforms used in the preconstruction phases of a project.
- Develop and implement purchasing strategies that align with project requirements and budget constraints.
- Source, evaluate, and establish relationships with suppliers and subcontractors.
- Assist in the negotiation of contracts, pricing, and terms to secure the best possible deals without compromising on quality.
- Collaborate closely with project managers, engineers, and architects to understand material specifications and project timelines.
- Maintain accurate records of purchases, contracts, and inventory for reporting and auditing purposes.
- Ensure compliance with all relevant regulations and standards, including health and safety guidelines.
- Address and resolve any issues related to supply chain disruptions or material quality concerns promptly.
- Monitor inventory levels to ensure materials are available when needed, preventing project delays.
Requirements
Required Skills and Competencies:
- Highly proficient in Microsoft Office (with advanced knowledge in Excel)
- Highly proficient in reading construction blueprints and documents.
- Highly detail oriented with ability to perform detailed analysis
- Time management/planning and organizing skills – strong ability to plan, schedule and prioritize
- Strong negotiation skills and ability to collaborate well with others
- Ability to multitask while maintaining quality of work
Education, Experience, Licensing & Certification Prerequisites:
- Bachelor’s degree
- Construction and property management experience is a plus
- Supply chain, logistics, procurement knowledge/experience is a plus
- Procore software knowledge/experience is a plus
- Valid driver’s license and insurable with Hills insurance carrier

Pay: $70,000.00 - $90,000.00 per year
