POSITION SUMMARY
Pay range: $55.81/hr - $83.16/hr
The Cultural Liaison serves as a subject matter expert and leader in the ongoing development and implementation of health equity and diversity, equity, inclusion (DEI) initiatives at Hillsboro Medical Center. Plans and performs activities that foster a culture of inclusion and belonging, address systemic biases, and advance health equity and diversity initiatives. Represents the organization internally and externally; builds effective working relationships and engages with others to address complex challenges. Contributes to a positive work environment that promotes HMC values.
Develops and leads DEI and health equity initiatives. Representative duties and responsibilities include, but are not limited to:
- Leads initiatives to advance health equity, including the integration of Traditional Health Workers (THWs) into primary care clinics at HMC and fostering partnerships with Community Based Organizations (CBOs).
- Represents the organization on relevant health equity initiatives, such as the OHSU Health Equity Organization and relevant Health Share of Oregon committees.
- Develops, implements, and updates the organization's DEI Strategic Plan, ensuring alignment with HMC mission and goals and community needs.
- Creates a work plan and budget for each fiscal year; monitors progress/results and provides regular updates to senior leadership.
Champions a culture of inclusion. Representative duties and responsibilities include, but are not limited to:
- Designs and implements initiatives that promote understanding, respect, and equity among employees, patients, and community members.
- Organizes employee-facing events and activities and develops and delivers regular employee and board training to promote awareness, learning and understanding.
Serves as a change agent ensure equity within systems and programs. Representative duties and responsibilities include, but are not limited to:
- Analyzes patient data to identify gaps and develops actions that strengthen culturally competent care and reduce health disparities.
- Identifies instances of systemic bias impacting employees, patients, and/or community members and develops strategies to effect change.
Promotes program success through advocacy, visibility and regular communication and reporting. Representative duties and responsibilities include, but are not limited to:
- Represents the organization on community and state committees focused on DEI and health equity. Advocates for DEI and health equity internally and externally, building strong relationships with key stakeholders.
- Increases the visibility of DEI and health equity initiatives within the organization through various channels, such as newsletters, grand rounds, and internal platforms.
- Uses a data driven approach to validate performance and identify opportunities for improvement and drive continuous progress. Identifies, tracks, and analyzes DEIB and health equity data points to inform actions and measure the effectiveness of initiatives.
- Works with internal stakeholders to ensure compliance with relevant regulations and policies related to diversity, equity, and inclusion.
- Prepares and delivers regular progress and outcomes reports. Responds to program-related information requests and surveys.

JOB SPECIFICATIONS
Education & Experience
Required:
- Bachelor’s degree
- 10 years of related experience advocating for cultural and health equity and supporting marginalized populations.
Preferred:
- Advanced degree or education in Nursing, Social Work, or Cultural Anthropology.
- Life experience related to the work.
Required Knowledge, Skills, and Abilities
Knowledge of:
- Principles and practices related to diversity, equity, inclusion, accessibility, and belonging concepts, including intersectionality, implicit bias, microaggressions, systemic racism, and other forms of discrimination.
- Health equity, health disparities and social determinants of health, and strategies for advancing health equity within healthcare organizations.
- Culturally competent care models and strategies for improving access to care for diverse populations.
- Change management principles and methodologies; ability to effectively lead and implement organizational change related to DEI and health equity.
- Relevant laws and regulations related to patient rights, equal employment opportunity, affirmative action, and accessibility (e.g., ADA, Title VI).
- Healthcare operations, policies, and procedures.
- Community Engagement strategies and best practices for building relationships with diverse communities.
Skill in:
- Written and verbal communications to effectively interact with diverse stakeholders, including physicians, staff, patients, and external partners.
- Inspiring, motivating, and leading others to embrace change and advance initiatives.
