Position Summary:
Reporting to the Director of Employee Performance and Engagement, the Human Resources Officer is responsible for the day-to-day management and administration of employee/labor relations programs to include providing guidance and serving as a resource to managers on union and personnel issues. This is a hands-on HR management role that requires someone capable of leading a team, being a trusted advisor to management, and an employee advocate who is a catalyst for positive change. This role requires effective partnering across the College through teamwork and collaboration to deliver value-added services to management and employees.
Job Duties:
- Manage the resolution of complex employee relations issues and labor relations issues, initiating and spearheading the investigation of employee complaints and grievances while partnering with legal counsel, when necessary.
- Lead the investigation and interview process by creating detailed interview notes, timelines, investigation summary reports and maintaining investigation files.
- Capable of exercising independent judgment and discretion while utilizing College rules, procedures, collective bargaining agreements and practices to determine appropriate action.
- Help to develop and then manage the tracking, dashboards and associated metrics for areas of responsibility, including employee relations, labor relation grievances, performance management, disability accommodations, and employee retention.
- Counsel and advise managers on proper handling and documentation of workplace issues, disciplinary problems, performance expectations and other employee needs.
- Guide management on appropriate disciplinary actions to create consistency and ensure minimal legal risk by applying College rules and procedures to resolve issues and conflict resolution.
- Work closely with management and employees to improve work relationships, build and maintain morale, and increase productivity and retention.
- Participate in both formal and informal labor relations meeting including resolution strategy implementation, grievance meetings and formal contract bargaining negotiations.
- Maintain knowledge of human resource industry trends and new employment related legislation and communicate policies, procedures and program revisions as necessary to assigned groups.
- Communicate ideas for process improvement and keeps abreast of new legislation as it pertains to areas of responsibility.
- Perform additional duties and projects, as assigned.
Required Qualifications:
The position requires at least a bachelor’s degree and at least five years of prior-related work experience.
Preferred Qualifications:
Prefer applicants with: (1) at least a master’s degree from a regionally accredited institution of higher education in Human Resources Management or a related field, (2) at least five years of progressively more responsible experience in human resources, (3) direct experience in employee relations/labor negotiations, (4) experience in training/coaching to including developing training programs, (5) professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP, CCP), (6) experience using a Human Resources Information Systems (HRIS), (7) experience using an electronic records imaging system (e.g. Etrieve), (8) strong oral communication skills with the ability to use tact, diplomacy, flexibility and discretion in all interactions, (9) demonstrated organizational skills with the ability to prioritize multiple tasks and complete projects under deadline pressure, (10) computer proficiency (Microsoft Office programs including Word, PowerPoint, Excel, and Outlook), (11) detail-oriented, excellent organizational skills, proactive and accustomed to meeting deadlines, (12) ability to maintain high level of confidentiality at all times, (13) ability to remain open to others’ ideas and exhibits willingness to try new things, and (14) adaptability to changes in the work environment, managing competing demands and dealing with frequent change, delays or unexpected events.
