Job Overview

This position is responsible for performing technical duties identifying and developing scopes of work and estimating manpower and materials needed for the construction and maintenance of transportation assets including roads, road shoulders, and county-owned right of ways, easements, bridges, storm water systems sidewalks, and ADA features. Evaluates assets for any immediate threat to public health and safety and locates and codes the condition of county transportation assets to aid in the scheduling of projects and establishing an effective maintenance program.

Min $42,057.60 annually

Duties and Responsibilities

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Identifies field maintenance work activities that are needed on transportation assets.
  • Locates, inspects, and codes the condition of transportation assets to aid in the development of construction and maintenance projects that address deficiency
  • Estimates manpower requirements needed to perform work on specific assets to bring them into compliance with established standards
  • Inspects finished work projects for compliance with established standards, construction practices, material specifications, and testing frequencies to ensure that work products are acceptable.
  • Recommends maintenance schedules and inspection frequencies for transportation assets.
  • Evaluates field conditions for any immediate threat to public safety and takes action to mitigate hazards when located
  • Oversees and coordinates contractor construction projects to ensure that work is accomplished according to County standards, ADA requirements, and applicable Florida Department of Transportation standards.
  • Performs inspections to ensure that proper work zone procedures and practices are in place for construction and maintenance activities.
  • Calculates in place work quantities performed by contractors that are used as basis of payments for projects.
  • Provides technical information, support, research, and investigations for field operations crews to ensure that work is performed on the correct assets in accordance with construction plans, sketches, descriptions, or drawings.
  • Participates in final inspections of projects and identifies discrepancies between design specifications, descriptions, or sketches and completed work.
  • Uses GPS and GIS instruments to aid in the location, identification, description, inspection, and condition coding of assets.
  • Prepares reports to support work activities, recommendations, findings, schedules, maintenance frequencies, and condition codes as assigned.
  • Performs other duties as required.

Job Specifications

  • Knowledge of roadway maintenance activities including, but not limited to, mowing, drainage, tree trimming, paving, and all routine transportation maintenance activities.
  • Knowledge of manpower requirements needed to perform maintenance on transportation assets.
  • Knowledge of construction practices, material specifications, codes and regulations related to roadway maintenance activities.
  • Knowledge of transportation maintenance condition coding requirements.
  • Knowledge of environmental, safety, and health requirements applicable to public works maintenance and construction projects.
  • Knowledge of Florida Department of Transportation standards, County guidelines, and ADA federal requirements as related to transportation features.
  • Ability to evaluate and diagnose defects in maintaining transportation assets with special regard to public safety.
  • Ability to use GPS and GIS equipment in support of inspections or investigations of the conditions of County transportation assets.
  • Ability to read and understand GIS maps, aerial photography, construction plans, sketches and work descriptions.
  • Ability to plan and schedule operations crews and contractors.
  • Ability to perform field calculation using geometry, basic algebra, and arithmetic.
  • Ability to produce reports that support work activities, recommendations, findings, schedules, maintenance frequencies, or condition codes as assigned.
  • Ability to perform inspections.
  • Ability to perform minor maintenance activities of a limited nature such as clearing culvert ends and trimming minor tree limbs.
  • Ability to use a computer and related software.
  • Ability to plan and organize work.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work effectively with others.
  • Ability to safely operate a motor vehicle.

Physical Requirements

  • Ability and willingness to work outside in a subtropical climate under adverse weather conditions and high noise levels.
  • Ability to bend, crouch, climb, stoop, kneel, or crouch at ground levels and stand for long periods of time.
  • Ability to lift and carry up to 50 pounds of construction equipment and materials over uneven, rough terrain.

Work Category

Medium work - Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Minimum Qualifications Required

  • Graduation from high school or possession of a GED Certificate; AND
  • Three years of construction and maintenance experience in one of the following areas: roads, rights-of-way, bridges, or storm water drainage systems; OR
  • An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted above; AND
  • Possession of a valid Florida Driver’s License.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
