Manages projects and assigned staff of varying size, scope and impact from single business units up to multi-component projects with high value and organizational visibility within large divisions and departments.

Ideal Candidate

The ideal candidate will be an experienced public utilities leader with strong technical and professional skills applied daily in the oversight of a large municipal utility that provides safety and training project support associated with the operation and maintenance of all underground infrastructure related to water distribution, wastewater collection and reclaimed water distribution systems. Have a background in underground water utilities processes related to safety and skilled in the development of a system that tracks safety and training projects across the Infrastructure Maintenance Division (IMD). Possess a vast knowledge of underground utilities safety practices. Significant focus is placed on internal and external customer service therefore the ideal candidate will have a customer service mindset and the ability to permeate that culture throughout the organization.

This position requires a strategic thinker, an effective communicator, a problem solver that works with staff to ensure that safety and training projects are streamlined across the IMD. Successfully follows through on tasks in a timely manner and takes initiative by seeking opportunities to improve efficiency. This person demonstrates the ability to successfully build and lead cross-functional projects related to Infrastructure Maintenance. Ability to manage multiple cross-functional projects, work independently, analyze and interpret complex safety and training projects, take initiative and be a self-starter, manage time and resources in a fiscally astute manner, manage risks, and accept accountability. Requires exercising sound, expert, independent judgment within policy guidelines and can establish and maintain effective working relationships with all levels of leadership, consultants, vendors, employees, and the public. Exercises tact and diplomacy in dealing with sensitive, complex, and confidential issues and situations and is a highly motivated person who facilitates a team environment, open communication, efficiency improvements, and possesses the following :

Knowledge of and experience with public utilities underground construction safety best practices.

Knowledge of operations and maintenance of water distribution, wastewater collection and reclaimed water distribution systems and the essential job functions of each trade.

Experience with development and implementation of safety and training programs.

Experience with CMMS, GIS, FDOT CDL ELDT, FDEP operators licensing, procurement, safety and risk, and training processes.

Experience in leading and managing cross divisional team projects.

At least 5-years of experience in public utilities underground construction or operations and maintenance of public utilities water distribution, wastewater collections and reclaimed water distribution systems.

Duties and Responsibilities

  • Performs project management work by managing, coordinating and implementing medium sized projects.
  • Participates in the development of the scope of work.
  • Establishes administrative procedures and guidelines to ensure effective project / program outcomes.
  • Prepares contract drafts, requests for proposal and other related documents for review. Creates project schedules and controls resources to ensure timely completion of project.
  • Prepares and / or monitors project budgets, monitors status of allocated funds and controls expenses.
  • Coordinates with other sections and departments to ensure efficient flow of communications and services.
  • Reviews and acts on project management, administrative, and operational problems.
  • Performs other related duties as required.

  • Physical Requirements

  • This job is performed in a professional office environment using standard office equipment such as computers, phones, photocopiers, and fax machines.
  • Work Category

  • Sedentary work - Exerting up to 10 pounds of force occasionally, and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.   • Minimum Qualifications Required

  • Graduation from an accredited four year degree granting college or university; AND
  • Four years of program / project management experience directly related to the position duties;
  • An equivalent combination of education (not less than a high school diploma / GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
  • Emergency Management Responsibilities

    In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency / disaster.

  • Maintain the ability to pass the background checks required for the position. These background checks may include but are not limited to :
  • Criminal History Background Check using Florida Department of Law Enforcement (FDLE) Criminal Justice Information Services (CJIS)
  • Level 1 and Level 2 Background screening (Ch. 435 Florida Statutes)
  • Child Abuse, Abandonment and Neglect Record Check using the State Automated Child Welfare Information System (SACWIS)
  • Sex Offender and Sexual Predator record check using the list maintained by the Florida Department of Law Enforcement (FDLE)
  • Possess the necessary job related license(s) or certification(s) that may include possession of a Florida Driver License (Class E) or an applicable Commercial Driver License (CDL)
  • Career Progression

    Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
