Position Summary:
Hillwood Properties is seeking a Senior Land Development Manager (Manager) to join our AllianceTexas team in Fort Worth, TX. Reporting to the Senior Vice President of Development, this role will lead and manage land development entitlements and public infrastructure projects within AllianceTexas. The Manager will be responsible for coordinating with local agencies and internal stakeholders to drive development initiatives forward, ensuring timely execution and alignment with project goals. Responsibilities:
Project Planning, Design and Title Review:
- Provide technical due diligence to identify risks and assess zoning, land use, legal, environmental, infrastructure, traffic, utilities, earthwork, geotechnical, and construction related issues on Hillwood-owned land, as well as new land acquisition opportunities
- Evaluate, pursue and resolve title-related matters for specific development sites.
Permitting and Entitlements:
- Proactively lead and coordinate project-specific due diligence and public entitlements processes to meet project schedules.
- Navigate zoning and permitting processes with local and state government agencies.
- Successfully navigate municipal platting, public infrastructure design, and other permitting to secure project entitlements that enable the project development to commence according to project schedule.
- Attend and represent Hillwood at public meetings, community hearings and stakeholder sessions as required.
- Address legal challenges related to land use and entitlements.
Public Infrastructure Construction Oversight and Execution:
- Oversee public infrastructure project construction and coordination of franchise utility extensions and installations throughout AllianceTexas.
- Ensure contractor performance, quality control and adherence to project schedules and budgets.
- Proactively identify and resolve construction-related issues to prevent project delays.
Budget Management and Vendor Coordination:
- Develop and manage budgets for infrastructure project budgets and regional master infrastructure initiatives to ensure accurate financial planning.
- Monitor and report costs related to infrastructure development, permitting, and site improvements to internal stakeholders.
- Select, negotiate, and manage contracts with vendors, contractors and third-party consultants to align with project objectives.
- Ensure collaboration and alignment between development, engineering, legal and construction teams for seamless project execution.
- Manage the procurement process for materials, labor, and services to optimize efficiency and cost-effectiveness.
Stakeholder Communication:
- Serve as the primary Hillwood liaison for municipal staff and community stakeholders, advocating for development initiatives and entitlement projects.
- Facilitate and lead meetings with local municipalities, public officials and community representatives, including public hearings and community engagements.
- Proactively engage local stakeholders to secure positive entitlement outcomes for development pipeline and address community concerns effectively.
- Provide clear and timely updates to internal stakeholders regarding project status, key milestones, and potential challenges.
Compliance and Reporting:
- Ensure strict adherence to all local, state, and federal land development regulations.
- Oversee environmental compliance, permits, and risk assessments to mitigate liabilities and maintain regulatory compliance.
- Generate detailed project reports, budget updates, and compliance documentation for internal and external reporting.
Required Skills and Abilities:
- Strong knowledge of land development regulations, zoning laws, and environmental compliance.
- Ability to manage multiple projects simultaneously, balancing priorities in a fast-paced, deadline-driven environment.

- Proficiency in Microsoft Office (Excel, Word, PowerPoint); Microsoft Project, experience with GIS, AutoCAD, or land development software is a plus.
Education and Experience:
- Bachelor’s degree in civil engineering, Urban Planning, Real Estate Development, or a related field.
- Minimum of 10 years of experience in land development, entitlements, engineering, construction management, project management, or a related industry.
- Experience managing industrial, mixed use, and/or data center pre-development processes is required.
- Extensive expertise in engaging key governmental stakeholders with a proven track record of successful entitlement outcomes required.
- Strong understanding of North Texas municipal agencies, entitlement processes, engineering consultants, and construction teams preferred.
- Established industry professional with a well-developed network of quality relationships within North Texas, particularly with municipal agencies, engineering consultants, and development stakeholders.
- Experience in working through and resolving title related matters is strongly preferred.
