Defense Logistics Agency (DLA) Finance plays a crucial role in enabling DLA's mission through sound financial stewardship, providing essential financial management guidance, planning, advice, and analysis.
Their team delivers a full spectrum of financial management services including accounting, budgeting, financial analysis, Audit Response and Sustainment (ARS), and process management. As the principal financial advisor to the DLA Director, we advocate for DLA while collaborating with the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)) and the Office of Management and Budget. DLA also partners with key DoD stakeholders, including Congressional Authorization and Appropriation staff, Office of the Under Secretary of Defense (Acquisition and Sustainment), and the Defense Finance and Accounting Service.
With approximately 700 associates operating across seven CONUS locations, DLA Finance overseas financial resources exceeding $45 billion annually.
JOB DESCRIPTION :
Field Accountants are responsible for planning, coordinating, and compiling complex accounting and financial data related to accounting, budgeting, reporting, procurement, financial management, auditing, and accounting procedures. Their assignments typically involve applying established guidelines, policies, and procedures. They analyze regulatory materials and initiate necessary changes, advising management on accounting and financial data while providing insights related to supply and procurement operations. Additionally, they plan and coordinate the development and summarization of complex accounting data affecting multiple accounts and customer codes across several appropriation funds. Field Accountants also ensure the smooth processing of all accounting and financial transactions (program, funds, commitments, obligations, disbursements, and collections) with serviced activities.
Specialized Experience :
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. Creditable specialized experience includes :
Monitoring accounting systems covering assets, liabilities, expenses revenue and capital for business areas.
Reviewing, analyzing, and evaluating trial balance and other financial statements to ensure conformance with established agency guidelines.
Preparing financial reports or analyses as outputs and developing and implementing business activities that streamline the business activities that support these functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Headquarters Accountants focus on developing and administering financial reviews, analyses, and monthly / quarterly reporting. They implement provisions of the Chief Financial Officers Act and other legislation affecting DoD / DFAS / DLA accounting systems, as well as DoD-wide accounting initiatives within DLA. They design, develop, and maintain documentation packages for external financial audits. Collaborating with DFAS, DLA headquarters and field personnel, the DoD Inspector General, and external auditors, they prepare and analyze monthly, quarterly, and year-end financial statements for defense working capital fund and general funds. They also support financial data requests, ensure compliance with the CFO Act, and maintain adherence to DLA policies and Generally Accepted Accounting Principles. Furthermore, they provide complex management advisory and technical services on substantive issues related to planning, analyzing or evaluating the effectiveness of accounting programs to DLA J8 personnel, and prepare system change requests for the operating accounting system.

Applying accounting principles, theories, techniques to independently perform accounting work for operational programs or systems.
Knowledge of automated data processing systems, procedures and controls that apply to automated financial and / or operational program and / or systems.
Evaluating accounting and financial processes, systems and / or programs for the purpose of optimizing operating efficiency and disseminating timely and accurate information to all personnel.

Degree Requirement : accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
