Job Description
Scope of Work
- The Controlling Energy Marshal is responsible for ensuring that the vendors' and contractors' Energy Isolation Program meets or exceeds all safety policy requirements and is implemented by the Authorizing Energy Marshal.
- Utilize SPS-101 Energy Isolation SPS and the SPS-101 Energy Isolation Guidebook as the foundation for the Energy Isolation Program throughout the campus and project.
- Establish and manage an Energy Isolation assurance process, working with site teams to identify and close any gaps revealed in assurance audits. The Alignment Checklist SPS 101 Energy Isolation will serve as a guideline for this process.
- Actively participate in planning meetings for High Risk Activities related to Energy Isolation.
- Ensure there is a defined approval process for proposed Energy Isolation procedures.
- Collaborate with the Authorizing Energy Marshal to establish an effective Energy Isolation Permit process.
- Ensure that Statements of Work (SoWs), Methods of Procedure (MOPs), and Scripts are reviewed, and that all sources of energy are identified in these documents.
- Help determine if a group or individual Lockout/Tagout (LOTO) will be necessary. Work with the Authorizing Energy Marshal to establish a centralized LOTO process across all site entities.
- Ensure that a process is in place to verify the qualifications, training, and proper personal protective equipment (PPE) of personnel performing the work.
- Assign qualified alternates to assume the role of Controlling Energy Marshal during multi-shift work or peak energization periods.
- Liaise with MS Operations to assess any potential impacts of energy isolation activities on datacenter core operations.
- Act as a subject matter expert in all Energy Isolation incident investigations within the area of responsibility, in collaboration with the Authorizing Energy Marshal.
- Serve as an independent authority to halt any unsafe work practices related to Energy Isolation.
- Monitor contractor activities to ensure compliance with quality control/assurance standards per the contract drawings and Division 1 specifications.
- Ensure that all quality control documentation is tracked in *** Compass and any other necessary programs required for the project.
The Controlling Energy Marshal must possess the following:
- Demonstrated experience in data center construction and commissioning standards and practices.
- Proven ability to effectively collaborate with teams and implement process improvements.
- Strong communication skills for conveying complex technical solutions and concepts to both engineers and non-engineers.
- Ability to audit site practices against written standards as part of the assurance role.
- Proficiency in interpreting line drawings and understanding system redundancies to ensure the design of LOTO systems is effective and compliant with MS standards.
- Familiarity with various energy sources within datacenters, particularly electrical systems.
- At least 5 years of experience in electrical, mechanical, and commissioning roles.
- A preferred engineering degree.
- 70E NFPA certification is required.
- Understanding of ASTM requirements as they apply to Energy Isolation.
- Ability to write and execute MOPs for energy isolation.
- Experience with electrical and mechanical energy isolation and construction practices specific to data centers.
