HireUp Talent is seeking an experienced and strategic leader to drive transformational change in Housing Choice Voucher Programs (HCVP). As a Program Manager, you will play a pivotal role in optimizing program performance, enhancing public perception, and ensuring compliance while leading teams through organizational change.
The position is hybrid and requires the candidate to reside in Chicago, IL, with the ability to travel as needed. The salary range for this role is $85,000 - $90,000 annually. This is a salaried position and is not eligible for overtime under federal, state, and local labor laws.
This role requires a dynamic professional with proven experience in HCV operations, strong stakeholder collaboration skills, and the ability to navigate high-level leadership discussions effectively. Candidates with Public Housing (PH) experience are strongly preferred.
Summary of Key Responsibilities:
Program Leadership & Transformation
- Lead and implement strategic change initiatives to enhance HCV program performance and public perception.
- Align program operations with organizational goals and regulatory requirements.
- Drive operational efficiencies to improve customer satisfaction, compliance, and team effectiveness.
Stakeholder Engagement & Conflict Resolution
- Serve as the primary escalation point for resolving participant, landlord, and program disputes.
- Build and maintain strong relationships with community stakeholders, leadership teams, and external partners.
- Actively engage with community leaders and participants to enhance program awareness and trust.
Operational Oversight & Compliance
- Oversee daily program office operations, ensuring smooth workflows and goal alignment.
- Ensure compliance with HUD regulations, SEMAP key indicators, and audit requirements.
- Develop and implement corrective action plans to address operational deficiencies.
Leadership & Team Development
- Mentor and lead supervisory and administrative staff to foster a high-performance culture.
- Establish clear goals, accountability structures, and performance metrics.
- Support department supervisors to streamline workflows and optimize operations.
- Reporting & Performance Monitoring
- Analyze program data and performance metrics to generate actionable insights.
- Present findings and recommendations at board meetings, leadership briefings, and public forums.
- Partner with Quality Control teams to ensure data integrity and operational excellence.
- Strategic Planning & Special Projects
- Oversee special projects and programs within the HCV portfolio to drive measurable outcomes.
- Identify opportunities for process improvements and innovation to enhance service delivery.
Qualifications & Skills
Education
- Bachelor’s degree in Public Administration, Business Administration, Housing Management, or a related field (Required).
- Master’s degree preferred.
Experience
- 7 years of experience managing and optimizing HCV programs (Public Housing experience preferred).
- Proven success in leading transformational change and improving program operations.
- Demonstrated ability to manage high-performing teams and large-scale projects.
