JOB SUMMARY
The CTM Program Manager – Transportation is a key leadership role within HISD’s high-performance culture, tasked with coordinating complex, cross-departmental initiatives to elevate transportation services in alignment with district-wide strategic goals. This role blends expertise in transportation operations with collaborative project management to drive innovation, safety, efficiency, and operational excellence.
In line with HISD’s commitment to serving schools and ensuring all systems support student achievement, the CTM Program Manager works across functional teams—including HR, operations, and school-based staff—to implement sustainable solutions that meet the evolving needs of the district.
MAJOR DUTIES & RESPONSIBILITIES
1 Lead cross-functional teams across transportation, HR, operations, and other departments to improve service delivery, resolve systemic challenges, and support campus needs.
2. Ensure alignment with HISD’s strategic objectives by collaborating with senior leadership and key stakeholders, ensuring all transportation projects advance the district’s broader educational mission.
3. Define the scope and goals of transportation-related projects, collaborating with multiple stakeholders to determine deliverables, timelines, and measurable success criteria.
4. Develop and implement comprehensive project plans that address key transportation challenges, including routing efficiency, fleet management, staffing logistics, and regulatory compliance.
5. Coordinate and optimize cross-departmental resources, ensuring that staff such as drivers, dispatchers, and HR personnel are aligned and equipped to support the goals of transportation initiatives.
6. Foster a high-performance, collaborative culture, encouraging transparent communication, solution-oriented thinking, and innovation in transportation systems and services.
7. Provide professional guidance and leadership to cross-functional and transportation-specific team members, setting expectations for continuous improvement and performance excellence.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
8. Serve as a liaison between transportation teams and executive leadership, offering regular status updates, strategic insights, and ensuring concerns are addressed in a timely and productive manner.
9. Identify and manage risks associated with transportation operations, ensuring that project timelines, safety standards, and legal requirements are met.
10. Engage internal and external stakeholders to gather feedback, assess operational needs, and ensure transportation solutions reflect the expectations of the HISD community.
11. Monitor and manage project budgets, ensuring effective use of resources and alignment with district financial policies.

Leverage project management systems and data platforms to track key performance indicators (KPIs), assess program impact, and drive evidence-based decision-making.
13. Stay current on transportation best practices and regulatory updates, applying emerging knowledge and technologies to improve district-wide transportation functions.
14. Promote HISD’s values of reliability, safety, and equity by building a culture focused on exceptional service delivery for every student, every day.

EDUCATION
Bachelor's degree in a relevant field (depending on the specific requirements of the cross-functional team)
WORK EXPERIENCE
3 Years Experience working in cross-functional teams or projects.
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Excellent communication skills, both verbal and written, enabling clear and concise information sharing.

LEADERSHIP RESPONSIBILITIES
Work Leadership. Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibility. Leading and directing typically involves monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of same duties they are leading.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.
