The aim of the Business and International Tax (BIT) Group is to provide strategic oversight of business, environmental, transport, property, VAT, excise taxes and customs duties that together raise revenue of over £400 billion a year. The Group works closely with other government departments and is outwards facing towards key stakeholders, including business, industry, interest groups and international counterparts, and there are opportunities to be part of this engagement at all levels.
The work of the Group is vital to fund essential public services, while working with other Treasury Groups to support the government’s wider agenda – including supporting business investment and economic growth, developing and negotiating new customs arrangements following the UK’s departure from the EU; levelling up opportunities across all parts of the United Kingdom; and delivering “Net Zero” carbon emissions by 2050. The Team
The Enterprise and Property Tax (EPT) Team is a high-profile, diverse, and supportive team. In EPT we are responsible for aspects of the tax system that encourage investment and entrepreneurship in and by business, including the tax-advantaged venture capital and employee share schemes, capital allowances and creative sector reliefs, and research and development tax credits. EPT also deals with all aspects of commercial and residential property taxation, from business rates and council tax to stamp duty land tax (SDLT). Recent examples of the team’s work include the increased to CGT rates, the reform of the R&D reliefs and the introduction of business rates for private schools.
Our work can be dynamic and fast paced at times. Our focus is on tax areas that are technical but equally prone to hit the newspaper headlines, meaning the work is relatable and extremely interesting. You will be given lots of support and on the job training to help you develop the skills needed.

This work includes consideration of CGT rates, allowances and structure, and leading on other new CGT measures as they arise, including measures focused on tackling the tax gap, simplification and cryptocurrency. This requires and provides the opportunity to build strong policy development skills.
- Leading on Ministerial advice on CGT, both proactively and reactively. Drafting high-quality advice and getting buy-in from others and getting SCS sign-off. This involves juggling competing priorities and managing different ministerial asks to ensure delivery of key asks to deadlines.
- Driving forward wider work on CGT strategy, in line with the broader tax strategy work ongoing across the department, through joined up working across BIT and SPB. This involves working with stakeholders across the department, offering opportunities to develop in this area.
- Running the SCS CGT steering group, including setting the agenda and presenting policy proposals to the steering group for discussion and decision. This gives opportunities to present to Seniors alongside developing and maintaining the ongoing structure of the steering group.
- Working together with HMRC through the policy partnership, building trusted relationships and leveraging these to deliver on team and HMT objectives.
- Supporting ministers through the Finance Bill process, where the branch typically has a number of measures. This includes writing briefings and briefing Minister verbally, as well as undertaking box duty.

This Job Is Broadly Open To The Following Groups:
- UK nationals
- nationals of the Republic of Ireland
- nationals of Commonwealth countries who have the right to work in the UK
- nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities with settled or pre-settled status under the European Union Settlement Scheme (EUSS) (opens in a new window)
- nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein and family members of those nationalities who have made a valid application for settled or pre-settled status under the European Union Settlement Scheme (EUSS)
- individuals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020
