Primary Function of the Position
Under the supervision of the Director of Administration, this position is responsible for providing support in the functional areas of human resources, which may include recruitment and employment, records and data integrity, employee relations, position descriptions, compensation management, benefits administration, general training, and coordination of various human resources-related programs, in accordance with company policies and procedures. The focus for this position will depend largely on the candidate's prior experience. This position also provides primary back-up to the Receptionist during breaks and/or lunches.
Employee Relations:
- Provide first-level tier support for employee relations activities for assigned employee groups.
- Provide direction and assistance on employee relations matters for managers and supervisors, including conducting investigations, recommending, and coordinating discipline, etc.
Recruitment & Employment:
- Oversee and manage recruiting for open positions. Including preparation and posting of job advertisements, screening applicants, scheduling interviews, and participating in the selection process for the appropriate candidate.
- Administer pre-employment examinations and other related screenings (e.g., background checks, employment references, motor vehicle history).
- Administer orientation and onboarding of new employees.
- Work with temporary agencies and recruiters to fill positions within Human Resources (HR) goal timeline, as needed. Act as liaison between temporary agencies and supervisors. Ensure payment of agency billing.
Compensation & Benefits:
- Assist with gathering data and creation of reports.
- Participate in benefits administration to include claims resolution, change reporting, auditing invoices for payment, data entry, and communicating benefit information to employees. Advise human resources leadership on potential problem areas and recommend solutions as appropriate.
- Conduct new employee benefit and policy orientations in a manner to ensure employees gain an understanding of company policies and practices.
- Provide separated employees with required documentation. Act as liaison for unemployment and benefit claims.
- Administer employee pay changes annually and as required.
Training:
- Administer and monitor general HR training programs (e.g., new hire orientation and onboarding).
- Assist in developing and coordinating safety-training programs.
- Assist in organizational/individual training and development efforts.
- Maintain general training records.
Compliance and Records & Data Integrity:
- Establish, maintain, and control employee files and other HR-related files to ensure legal and government compliance. Retain records in line with company record retention requirements.
- Maintain and update the HR Information System, including data entry, auditing, and reporting.
- Maintain employment resumes, application forms and applicant flow logs in line with Company policy.
- Prepare and file EE0-1 and VETS100 annual reports.
- Update Affirmative Action Plan.
- Track internal human resources-related metrics. Conduct research, gather data, and provide data analysis.
HR-related Programs and Activities:
- Advise managers/supervisors in interpretation and application of human resources policies and procedures (i.e. employee separations, counseling, and discipline); provide technical expertise on human resources management related issues.
- Assist with coordination of company events and celebrations.
- Maintain accurate HR policies and ensure accessibility of forms, and employee handbooks to all employees.
- Use bulletin boards and other vehicles to communicate information and ensure legal compliance.
- Assist with the evaluation and analysis of positions.
- Creation and maintenance of position descriptions.
- Provide general human resources administrative support, including but not limited to: preparing correspondence, forms, and reports; arranging meetings; processing confidential reports and documents; filing, and tracking deadlines.
General:
- Recommend new approaches, policies, and procedures to effect continual improvements in the efficiency of the department.
- Completion of special projects as assigned.

Education and Experience
- Bachelors degree from four-year college or university; or four years related experience and/or training; or equivalent combination of education and experience.
- Minimum four years of human resources experience is required and must include experience in administration of benefits, FMLA, Work Comp and Unemployment.
- Knowledge of Federal, state, and local laws and regulations affecting HR and employment practices.
- Thorough understanding of human resources functions and responsibilities, including compensation, benefits, performance management, recruiting and selection, employee relations, records retention, and HRIS.
